There was a sense of hostility, but it was one-sided. Fearos was so indulged in preaching The She's triumphs that it seldom gave any thought towards their covenant with Walbur or with any other city or town for that matter. Walbur, being slightly analytical & profit oriented often reviewed its business with places.
The committee of City Office of Administration & Trade (COAT) in Walbur had frequent heated discussions among themselves regarding their deep-rooted deal with Fearos. The deal showcased that Walbur will export its fifty-per cent goods to Fearos and in return, they will acquire protection from the government and understandably, the money for it. Walbur abided by it as they have been doing for a very long time.
However, Fearos in recent times has been quite reckless about this covenant. They often pay less than seventy to seventy-five per cent of the cost of the goods and is often overdue. Walbur, being money driven, is vexed by this.
They did inquire about this imprudent attitude with Fearos. They were often given lame and futile reasons. Walbur could not argue much with them as it was also a matter of the city's security. They didn't even have a security force of themselves. Moreover, they had a big city to run, from schools to infirmaries and also the high upholding and upkeep of The She's sanctuary. It was given the utmost importance by every city because of staunch rules set by the ardent devotees living in Fearos, the capital.
After the committee change in Walbur, there were new administrators appointed. The new chief administrator Mr Larry Hayden and the new business management head Mr Mark Davis were exasperated with the 'new' careless Fearos.
Larry, whose real name was Laurenzo, was a competent administrator, he comes from an educated family, he once served in Neaucape's Army as a soldier, but later when he saw that devotion to the Lordess meant more to them than protecting their capital and country, he left. He was rational, he knew what would bring profit & advancement to the country in the long run, but he was short-tempered. He left Fearos. Sick, he gave this as a reason to leave the duty. He went on to learn management and business and soon became Walbur's chief.
The Army accepted this in a positive way, unaware of the truth. The truth might be life-threatening of Larry himself. He met Davis while he was studying more about city management & trade in a library.
Davis was a business genius; he comes from a wealthy family of businessmen. Davis' ancestors migrated from some other land and came here, in Neaucape when it was at its peak of development. He once was in love with the mason's girl from Fearos, but they both parted ways due to philosophical differences. He still wants them to reconcile but what happened was a little too obnoxious.
Both Larry and Davis disgust unprofessional behaviour in business. Fearos' careless conduct has led them to be good friends, but it might not seem very well for Fearos itself.
