"Yes."

"Targets and balls?" a man repeated. "Sounds ridiculous, like a game more than an examination. Is it too easy?"

"You're not seeing the bigger picture," another man responded. "The real test is how they handle the ensuing chaos. Will they panic, or maintain the level head of a pro who utilizes their Quirk to make wise decisions? It's crisis-response."

A conference room with twenty suited men was holding a meeting at the moment. Various devices and monitors were in front of the officials, a projection screen to the right of the long wooden table they were seated around. This was happening three weeks earlier than present time, with the Heroes Public Safety Commission planning the course of action for the Provisional Licensing Exam.

"And the second round is the same way?" a third male asked. "We normally focused on individuals, not how well they worked together."

"This proposal came from the national police agency," a fourth spoke up. "They revised the exam criteria and the way we grant licenses. We have to abide by their orders. We're to assume that at this level, all examinees with have a basic knowledge of emergency procedures and first aid. Therefore, we'll be paying closer attention to how they cooperate with each other."

"Heh," a fifth person chuckled. "Teamwork, huh? Alright."

"It's necessary for our future," a sixth man said. "People loved All Might, not just for his strength, but for his personality. We must accept the fact that the Number #2 Hero was no replacement. It will be difficult to find someone so charismatic. Rather than waiting for the next All Might, we should fill the hole he has left with an army of heroes boasting his strong sense of unity and comradery, and the exam now reflects that call."

Back in present time, the arena's setting was in even bigger shambles. Smoke continued to rise into the air, rubble still falling in different places. Mena watched the chaos ensue from afar, observing from his live feed monitor on the desk in front of him in his observation box.

Well, the second round of the test is underway, he thought. Rescuing civilians and providing first aid after a terrorist incident has been started, but now it's time to truly deal with the villain behind the overall attack. Whoever said they were gone?

"Another attack?!" Ojiro exclaimed, up in the mountain zone with his group.

"Look," Tokoyami motioned beneath them as they stood near a cliff. "By the first aid station!"

"The first aid station?!" Mina cried, carrying a civilian down from a higher place carefully in her arms. "Right by all those hurt kids and old people?! That's so mean!!

"Not good," Ojiro grimaced.

"We still have a lot of bystanders to rescue," Tsuyu popped up out of the water, looking to her group as they were stationed in the river zone, "but we can't just ignore the villains."

"I know," Todoroki said in a low voice, his gaze fixed upon the smoking and ruined city just ahead of them, the populated area near their zone.

For the second test, Mena clicked on a little box on his screen, displaying all participating students and their exam scores, everyone starts out with a certain number of points. They'll be judged on how many they lose. HUC evaluates whether or not someone is acting properly during a rescue.

Yaoyorozu hovered over a civilian man she had helped retrieve beneath some rubble. She had created thick cloth pads and was applying pressure to his wound, making sure to keep steady conversation with him while glancing out of the corner of her eye. She was checking on her fellow peers, watching their own rescue work.
