They basically run the world but keep themselves separate. They only try to keep the peace, and honestly they never stepped in until after World War II. Peace is an extremely important thing to the council.

"So who runs it all?" I asked.

"As of now? My mom still I guess. Think of it all like the democratic way of life. Each state has 2 people that represents them in the senate, one of those two is a caster, the other is muggle. We have our own-"

"Woah, wait...a muggle?"

Carter waved his hand "Non magic folk. Anyway, we have our own Judicial branch and my dad is basically the President. There is also one leader as well for each continent except for Antarctica, these people make up the council. My dad was the head of the council, almost like the king. The leader is actually called the Supreme. The Supremes vote for laws count three times more than that of a normal vote.

"Ok, so now the next Supreme is the oldest kid, and the wife of the Supreme steps in if he dies and waits for the oldest son to turn...how old?"

"Or the husband."

"What?"

"The first kid means it could be a girl too, in fact, this is the first time in five generations there have been two consecutive boys in a row. There have been a lot more woman Supremes than there have been men. The oldest steps up when they turn 18 or when the previous Supreme decides to step down."

"Ok...basic Magic Government 101 course completed."

Carter laughed. "The Supremes are always the most powerful of the family, magical maturity doesn't usually peak until you're at least 20. Sebastian killed my dad when he was 28, right before I was born. That's when my mom fled back to the muggle world. Since your mom had known her previously during high school, she helped her. She kept Sebastian a secret, telling your mom she was running from an abusive boyfriend."

"So then why did you move away again the second time?"

"I started doing magic, unknowingly of course, but my mom couldn't risk exposing anyone to Sebastian. She knew the kind of danger she would be putting people in."

"What did you do?"

"What do you mean?"

"What exactly did you do to have to move again? Like what happened?"

"Well, we were outside playing with our power rangers," Carter smiled. "I had left mine on the other side of the yard and went to run for it."

"That doesn't sound too magic like" I grinned.

"Well lets just say, in the blink of an eye, I went from a couple yards away to standing directly in front of it."

"That would do it I guess." I sighed. "Ok, so what's the deal with this Sebastian guy?"

"Sebastian believes In one true ruler, a Dictatorship of the world...and he believes that It's his right to rule it all."

"Oh." I said not knowing what to say.

"Yeah..."

We sat in silence for a few minutes. The sun had long since gone down, it was a bit after 8 oclock.

The phone rang, scaring us both.

I walked into the kitchen to pick it up.

"Hello?" I answered.

"Hello, is Mrs. Acardi home?" A male voice asked.

"No, but this is her son. Can I help you?"

"Well...uh...this is Rich from St. Marys....I regret to inform you..."
