Thanos had been defeated.
Tony brought back by the time stone, all was peaceful as the world slowly started to rebuild.
But before the stones could be returned, Thor asked a very big favor of Dr. Stephen Strange.
He asked him to bring back his brother.
Well a better way to put it would be that Thor begged the sorcerer to bring Loki back to life.
Dr. Strange was very hesitant at first, after all Loki was part of the reason they had to deal with Thanos in the first place.
Nevertheless, Thor was quite insistent on getting his last family member back; and after hearing how Loki died trying to stop Thanos Dr. Strange was convinced.
So before the stones were given to Steve and returned to their time line, Dr. Strange brought back Loki without having a single clue of what would happen because of it.
