Raised in Detroit by immigrated parents, Joseph learned to survive on the streets as a child and eventually joined the police force to make sure no one would suffer what he had to go through. With hard economic troubles befalling him once he married and raising his daughter Stephanie, Santiago had to turn to being bribed by criminals in order to meet end's meet. While undercover, Joseph was found out and was killed in the crossfire between his fellow officers and drug dealers, sending his soul to Hell. His life was nothing but misery to be drowned in booze, until he met Bendy and had gained something Lobo seemed to have always needed to get through life- A good friend to have his back.
