(3rd person's pov) :
"Boss, the reason you sent Ango to infiltrate Mimic's ranks was not to obtain information on Mimic. Because you already knew that Ango was a spy from the Special Ability Department from the very beginning. Am I right?" Dazai asked.
Ougai does not agrees or denies, he simply let out a "Huh?"
"Ango passed us inside information about Mimic, but at the same time he had to pass that information on to the Special Ability Department as well." Dazai speaks up, "Mimic are like undead ghosts, they are soldiers from war who only seek a battlefield. Such danger cannot be compared to the Mafia. If this went on any further, conflict would break out between them and the government agencies. This is what the Special Ability Department thought. The next thing they thought of was to increase the flames of war between Mimic and the Port-Mafia, manipulating matters by leaking information to Mimic through Ango. As long as Mimic creates chaos, the Mafia has no reason not to fight back. Based on this line of thinking, they instructed Ango to engage in combat -- all according to your plan."
"You two are overestimating me, but it will still be troublesome for me." Ougai smiles, "To the Mafia, the government agencies are also a demon-like existence, an opponent that cannot be manipulated easily."
"That is why you would come up with such a large scale plan. Because the value of that Black Envelop is worth all that effort." Emily says as she quietly walked towards the table near Mori to pick up the premium Envelop.
Mori didn't even bother to stop Emily, as he just kept sitting on his royal like chair with a closed eye smile on his face.
"You are right. The Special Ability Department is a demon-like existence. No matter how strong the Port Mafia becomes, criminal organisations like us will always live in fear of the possibility of being raided by the government." Emily speaks calmly.
She continues to open the envelop to take out it's contents. Inside, there is a certificate. The words are written in a beautiful calligraphy, and stamped with the government's seal and signatures.
"No organisation can survive in a country without a Authorization certificate. It's more hard for underground criminal organisations like us. That's why, as the price for crushing Mimic, you have made a deal for this certificate."
Emily said lifting up the paper infront of Mori, "This certificate is an agreement to carry out our business....""The Gifted Business Permit!"
Mori's dark evil smile widens hearing her words but he still doesn't reply them. Silence surrounds the room when Dazai spoke up,
"To obtain that permit, Boss, you had started planning a few years ago. It should be two years ago, when Ango travelled Europe, that you started to roll out your plan. Gathering information from Europe, you ordered Ango to get into contact with Mimic. The mystery of how Mimic left Europe and illegally migrated to Japan has a simple answer. Behind the scenes, the Port-Mafia was the one assisting them. Emily and I always had doubts that someone from inside this country allowed Mimic to infiltrate and that person was....... You!"
After Dazai, Emily continues with her cold voice, "The government came to know about our crimes, isn't it? On top of that, we didn't have a Business Permit without which our organization wouldn't exist. And the Special Ability Department won't give us this permit that easily after watching all the crimes and misdeeds the Mafia has done. That's why, you intentionally helped Mimic to enter Yokohama illegally. You made the Special Ability Department anxious, you forced them to act. From the very beginning, this plan was yours and only yours.. just to receive that official permit!!"
