Y/N has always been called a weakling at Union Academy. He's beaten, yelled at, and eventually, he gets expelled by the headmasters.

The Empire State was building two academies to replace Union Academy. Since Union City was in shambles, the Empire State helped rebuild what the civilians had lost, along with improving the quality of life of the city. The first one is known as Specter Academy.

It used to be a ruined tower known as Specter Tower. Then the Empire State turned it into an academy. Everyone who is 18 and up can enroll regardless of skill or power level. The academy provides training for beginners, mediocres, and experts. This Academy teaches you how to become a respectful and honorable hero, unlike Union Academy.
Then, there's Opportunity Academy.

Opportunity Academy was copied off of the defunct Beacon Academy, which was replaced by Union Academy. This academy focuses on those who don't want to be heroes, and it will help you get a job easier in life. Strike Commander Triumphant was asked by Ruv to keep the construction in order. Currently it's 7:00 PM.
Y/N: How's the construction going?
Construction Worker 1: It should be done by tonight. We're just adding finishing touches.
Y/N: Good. Because this academy will help civilians improve their quality of life. They will pass the flame down to the next generation along with Specter Academy.
Construction Worker 1: I'm proud of our work.
Y/N: You should be.
Construction Worker 2: WE FINISHED THE ACADEMY!
Y/N: ALRIGHT! GREAT WORK! ALL OF YOU! LET'S HEAD HOME AND GET A NICE REST!
The construction workers left the newly-built Opportunity Academy, leaving Y/N all alone seeing the sunset. Y/N sat down on the ground, looking at the work that the Empire State has accomplished.
