Steve was struggling to stay afloat. He would be able to claw his way to the surface of the water only to be shoved back down by a wave. He was actually afraid; he couldn't see what had happened to his crew, he was worried about if they were still alive or not, he was scared for the other crew, the pirates. They deserved punishment, just not the death penalty. That's what Steve thought, anyway.

He sees Peggy on a board, Dum Dum clinging to a barrel and shouting at him; Jim's lifeless body floating around, blank eyes wide with the same expression he wore when he died. The blood swirled around the water and Steve could smell it; he coughs then chokes on water. He sees Gabe struggling to get to Dum Dum, he couldn't see Monty. The water shoved him back under and he fought to get back up, he was running out of air.

Bucky was panicking. He saw Natalia weakly clutching a wooden pole, most likely a mast; he sees Rumlow starting to sink into the water but too far away to get to, though he can spot Pierce grabbing Rumlow and dragging him onto a platform with Johann, but he can't see Ward or Arnim. Not anywhere. He grabs onto a passing chest and clings to it for dear life, but when he sees Steve slip underneath the waves and not come back up, his first instinct is to dive underwater and try to save him. He straightens out his arms, takes a deep breath then dives under to save the blonde Commodore, his enemy.

He swerves around large splinters of wood and random objects that have been claimed by the sea. He can just barely see Steve's form sinking slowly in the water, air bubbles swirling around the blondes' figure. He reaches out and grabs what he thinks is a wrist. He starts swimming back to the surface with the Commodore in tow, thinking to himself. Why did I save you? You're my enemy. I should have let you die. Why didn't I? It would've been so easy, just let you slip. But, I can't.

Bucky bursts through the water, taking a deep breath of air. He looks around wildly when he can't see anyone from before. But he does see an island a while a way, he keeps a hold on Steve then keeps swimming towards the island. Luckily for them the storm had quieted down some; all that could be heard was the slight, quiet rumble of distant thunder.
