Everyone in Academy city has a second gender or dynamic, whichever you prefer to call it. There's Alphas, Omegas, Betas and a ton of people in between, as well as pups, the people too young to have an official dynamic yet. The sisters, most of them are betas, with the occasional omega and Worst being the only alpha. Misaka the 3rd ranked herself is in fact a Beta-Alpha, so it is no surprise there. Accelerator's dynamic is not known to the public, and very few people actually know what he is. However, there's a couple of sisters - and thus all the sisters, in reality - who know exactly what he is. Plus, Last Order is in fact a pup, so she only knows through the sisters network.

Alphas are known for going into a sort of Frenzy, when they get angered, meaning they will legitamtely, without remorse(even if they've never killed before) murder anyone who gets in the way of them and their injured packmate. Omegas are also known for something similar, a deadly cold anger that forces others around them to submit no matter what, leading it to be labeled a Purge. Betas are not capable of anything like that, but they are still not people you want to piss off.

In general, as a rule even the dirtiest person in Academy city would not dare break, pups are usually left alone. Not even the scientists and researchers known for doing shady shit will mess with pups, refusing to dirty their hands that way, and also because it's one of the few laws that's enforced and would expose them. However, it is only after the rule is broken, that they realize why Anti-Skill and the rest of the city enforced the law, well besides their own hearts and morals having them do so.

No one is quite sure what gave this idiot the idea to broadcast this, but she had. And she had set her sights on the worst pup possible as well, one of the few with a guardian who's not only murdered before, but has in fact broken several bones and people just to keep her safe. Everyone in Academy city knows, despite the strange interactions and everything, that the Sisters are under Accelerator's protection, especially little Last Order, who lives with him and two others, who both happen to be Omegas.

Imagine everyone's surprise when the TVs all over the city stop what they're doing and then flip to show the same image : a dark room, with one light overhead, a woman grinning madly in a white lab coat and the worst part, a little girl no older than 10 - still a pup - tied to a chair and unconscious. There's darkening bruises on her arms and some blood drying on her face, though it's obviously dripped down from her forehead.

"Hello, people of Academy city. I decided, since I was the first person to boldly step forward and decide to experiment on a pup, I would show it to everyone as I did."

In an apartment, two Omegas are watching the tv in blank anger, already setting up a nest on instinct, even as they continue to watch. The albino had stormed from the apartment as soon as he'd seen Last Order on the tv and they know he'll bring her back. They're going to enjoy the show. After all, everyone knows the sisters are protected. This woman is not very smart, not at all.

Even Touma, who's normally a calm person, can feel himself sitting on the edge of his seat, figuring he'll finally get to see the friend she talked about so much, and see this woman get punished. Index sits beside him, wanting to know what the white haired man will do, because that's the young girl she saw on his phone. Misaka would be going as well, except her instincts insist it will be fine, so she decides to watch to see what will happen.

All over the city, people's instincts are telling them it'll be fine, but they all want to see this person punished, so none of them look away from the two, not even those who might otherwise be against it. No one messes with pups. Heaven Canceller watches from his office as Accelerator launches himself over rooftops, disappearing from sight as he drops down, before turning his attention back to the tv. He wants to know how much control Accelerator really has.
