New heroes are introduced sometimes, given they have passed the test. The Hero Association didn't take in just anyone after all.
However, it isn't anything around an normal occurence for three S-Class heroes to appear within their ranks. Young pillars of hopethat will listen to their seniors and will be happy to get help from their more experienced collegues...Is how it should be in such a situations.
