It was the winter of 1944 and the soldiers under my command were not doing well. I didn't want to be here anymore, I don't want to be in this war anymore. As I sat down in my tent, I could hear the shelling from American guns sound off in the distan...
I was currently standing in front of all of the government party members in the Chancellory, unsurprisingly they had elected me Chancellor of New Berlin after I had set up the government. We were currently having a debate over expansion of both our borders and our military.
"Ladies, Gentlemen can we please have order!" I yelled over everyone who was in an uproar.
Everyone stopped talking, and became quiet so I could speak.
"All that I'm proposing is to expand our land borders to the ocean to the north of us and closer to the City of Kuoh in the west. The reason that I want the border to the west is in case the Devil Rias Gremory ever requires my aid. The reason I want the border to the north is so that we may have a Navy to protect our border by sea. Along with the expanded land border, it will give us more farmland for crops more soldiers for our military, and the ocean border will give us fishing production to help add even more food. I like to know that if I am not here than I can be safe of mind to know that our military will protect New Berlins citizens." I said.
"Chancellor we should focus on a currency to pay our workers, our soldiers, and our shop owners. We should also focus on setting up relations with those three factions you have spoken about." said Erickson.
"Erickson you know that I can focus on all of those things, you all know how capable I am, I created the building we all stand and sit inside of, and the city the it resides in with my bare hands and the abilities that I was given by Death herself, I even created all of you each individually. I created your personalities, your hair and eye colors, even your religions. Amongst you there are Jewish and Buddhist believers amongst you Christian believers. I made the perfect city to where there is no hate towards one another, and it was all because of my past. I did such horrible things when I was part of the Nazi governments Wehrmacht that it made me think that when I died I would certainly go to Hell. I am a Christian like you but I'm not opposed to new ideas or beliefs, and I do not hate those of other faiths." I said.
Erickson than sat down and said that he apologizes for his outburst. I told him he was forgiven and I looked around the room.
"All in favor of what I proposed as well as what Erickson proposed say aye." I said.
I heard ayes all around the room.
"The ayes have it, chancellory meeting dismissed." I said as I smacked the gavel on my podium.
Everyone then began to file out and out of the corner of my eye I saw Ni and Li standing quietly in their uniforms at the side of the room.

I walked over and I nodded to them signaling to speak.
"Major there is a woman at the border of the city asking to speak with you, she has a large amount of power." they said at the same time.
"It's probably Ophis, let's go see what she wants." I said.
"Ophis the Infinite Dragon God!" They exclaimed at the same time.
We drove to the border that was outside of the city and stopped once I saw that there was a large group of New Berlins Soldiers crowding around the main road. I got up closer and I saw that they had their guns aimed at Ophis.
"Senkt eure Waffen!" I ordered.
(Lower your weapons!)
The soldiers lowered their weapons and stood at attention, I walked forward and they all saluted me. I saluted back and I saw the soldier who was in charge of the gate and I walked towards him. I stood in front of him and I gave him a smile. He smiled back, until I placed my hand on my soldier.
"Aus welchem Grund richten Sie Ihre Waffen auf eine unbewaffnete Fraun?" I asked sincerely but clearly showing an undertone of don't answer stupidly.
(Why are you pointing your weapons at an unarmed woman?)
He gulped and I saw a beed of sweat roll down the side of his face.
"Es tut mir leid, Major, die Kraft, die sie ausstrahlte, war immens. Ich hatte Angst um die Sicherheit von Neu-Berlin." he said.
(I'm sorry Major, the power that she had coming off of her was immense I was afraid for the safety of New Berlin.)
"Es ist okay, Jürgen, lass es einfach nicht noch einmal passieren." I said before letting go of his shoulder.
(It's okay, Jürgen just don't let it happen again.)
"Sie sind alle entlassen. Gehen Sie zurück zu Ihren Beiträgen." I said.
(You're all dismissed go back to your posts.)
I then turned and walked towards Ophis, I stopped once I was a few feet away from her.
"Lady Ophis, how did you find this place and what do I owe the pleasure?" I asked not playing any games.
"My my you seem a little hostile, what's the reason for that?" she asked.
"I have a lot of priorities on my plate right now so I'm a bit on edge." I said.
"I've come to ask a favor of you." she said.
"What is it Ophis." I said really starting to lose my patience.
"I believe you've met a white haired girl recently, she's the short one in Rias Gremorys' peerage. I have her sister with me and she needs your help in clearing her name." she said.
"Alright you've caught my interest, tell me what happened." I said.
All of a sudden a portal opened behind Ophis and a decently tall woman with black hair, cat ears, and two tails wearing a kimono walked out. She walked next to Ophis and stopped before bowing.
All of a sudden Ni and Li got ready to attack, I quickly held up my arm and looked at them.
"You two explain yourselves." I said.
"That's Kuroka, she killed her master and has been a rouge devil for four years now." they said at the same time.
I looked at Ophis giving her an explain yourself look.
Kuroka than stepped forward and got on her knees.
"Sir if you'll allow me to explain myself I think you'll be able to trust Lady Ophis and myself." she said.
I nodded signaling for her to continue.
"Four years ago I killed my master, the reason I did so was because he was running experiments on my sister, a few other Nekomata and myself. He was only my master because he had won us in a rating game. He was an evil devil and I hated him because he made advances toward my sister. What threw me over the edge was he tried to assault my sister he had drugged her and he was slightly drunk so he had forgotten to lock my cage. I didn't notice it until it was almost too late, I butchered that bastard for what he put us through. My sister and I were the only ones who made it. Due to me having been his servant along with Koneko we were marked as rouges. I didn't want my sister to live a life on the run so I gave an anonymous tip to Sirzechs as to where to find my sister who was asleep and I ran off to lead the Devils who were hunting us away from Koneko. I want your help clearing my name so I can reconnect with my sister. I will be forever in your debt if you help me." she said.
After she finished talking, I thought it over until I reached a conclusion.
"Alright Kuroka, I'll help you." I said.
