Appearance/Info
Since she doesn't have a lot of lore and development like Pop does, I have to recycle a lot of information from his chapter.
Her eyes are magenta and she has aquamarine hair. She, like Pop, seems to be an ageless demonic jester. She was also called a witch and she can make ragdolls that follow her commands. Additionally, she was capable of making little toy figurines that came to life.
She and Pop could converge into one form and split apart into themselves. They both seemed to feel each other's pain, as when Pop was stabbed in the eye, Cane felt it too. They most definitely had a telepathic bond as they worked perfectly in sync.
In the story, they had to be released from their box by being summoned correctly. Upon being called out, they killed their summoners after playing with them for a bit, so they should still remain free.
Traits
Her personality was much like her brother's, she was very playful and fun at first. After dropping her façade she was merciless and mocking. She was still very jester-like but she was aggressively violent and only had murderous intent.
Motive
At first her motive seemed to be getting free of the box she was in. Afterwards, it didn't seem she had a motive other than killing for fun.
Method
She doesn't appear to have a set method. She just does whatever she feels compelled to do in order to kill her target.
Weapon(s)
She uses her abilities and brute strength/body rather than any particular weapon.
Minions
The one piece of information she has that doesn't come from her and Pop's joined story is a drawing made by her creator. In it, two ragdolls she created are pictured alongside her. They appear full-size but they're said to usually be contained in a jack-in-the-box. I've linked the picture at the bottom.
Theories
Like Laughing Jack and Jill, I think God or whoever else you worship is your only hope for escaping her. She is capable of getting hurt since she feels Pop's pain, so that might keep her off you long enough for you to grab a Bible or something and say a few prayers.
Pop and Cane were called demonic jesters in their origin story, they weren't fairies at all. She and Pop were magical and alluring to children, promising to play with them all day and take them to a faraway land. It sounds like every typical fairy story where a child gets spirited away by colorful little fair-folk. Except this story is of course much more malevolent and the children are murdered.
Some species of fae are weak to iron so I wonder if they might show an adverse reaction to it as well. Also, they took the form of the protagonist's dead mother in the story, and many fairies are said to be able to shapeshift. However, demons are as well. They just seem very much like demon/fairy hybrids to me. If they aren't weak to iron, holy items will still work just fine.
I wonder that since both Candy cane and Pop have the ability to fuel people's nightmares, maybe they can transform into anything they want, just to screw with whoever they are currently toying with. I mean, as stated in this chapter, "they took the form of the protagonist's dead mother in the story." So I can imagine that they have the ability to use whatever form they want against people. Just to get to their weak spots. It's just a theory, but definitely something to keep in mind. That's a helluva power to have, and that power could bring many people to their knees. You'd have to be Z e u s if you wanted to come against these guys. - Brinlee
Given her extreme abilities and her capability to create minions, I think her and her brother are among the strongest creeps there are along with Puppeteer, Slenderman, and Laughing Jack.
