The Office of Naval Intelligence (ONI, commonly pronounced phonetically as /oʊni/) is the intelligence service of the Grand Army of the Republic and Republic Navy Overtly, the agency is merely the information gathering and analysis division of High com ( aka Republic Command) In reality, the operations of the Office of Naval Intelligence are far broader than simple intelligence gathering as they go on all types of Mission and do thing off the books at time and have many hidden and special project such as the Spartan program, Project MJOLNIR and Project AI as signals intelligence (SIGINT), human intelligence (HUMINT), counter-espionage, propaganda, and top-secret research and development programs. The agency mostly operates independently of other Republic branchs and at times it contravenes the law and Republic protocol to complete top-secret missions. ONI's Commander-in-Chief (CINCONI), is Admiral Serin Osman, successor and protegé to Margaret Parangosky and it is responsible for intelligence matters across the Republic ONI employs members of other military branches, and even civilians, to complete the division's shadowy work. Many of its functions and subdivisions, like the Beta-5 Division and the SPARTAN-II and SPARTAN-III programs, are enigmatic, and its personnel are regarded as mysteries by mainstream naval officers.
ONI is technically subordinate to the Republic Navy and grand army n practice, however, ONI's activities extend far beyond intelligence gathering, and often receives mandates and directives from HIGHCOM itself It is also not unheard of for ONI to operate without HIGHCOM's knowledge or official authorization and ONI has an unusually large amount of military equipment for an intelligence service, and has a strong fleet presenc as they have a small army of Clone made for them self along with a fleet and ODST that work only for ONI along with a hidden fleet hidden a way ONI exerts virtually complete control over the flow of information across the territories of the Republic but also some time CIS and is also up to gathering information and making allies

ONI was made by Dr. Catherine Elizabeth Halsey of clan Halsey and Lord Terrence Hood a former Admiral in the Republic navy and old friend to Halsey the two were making plans to rebuild the mandaloiran army up and make there people grate again before they were approach to help make Spartans for the Republic in secreat and move to Kamino and help with making the clone army
in this time line the clone are trained by a few Mandalorian of clan keyes, Halsey and even hood him self they are trained to become more than solder they are trained to be brother and face hell
some of the training is going threw intense interrogation, fighting, hand to hand combat and a lot more and all inhibiter chips for them were move or at least for most allowing the clones to think more freely and they are trained to work and learn about the history of the Mandalorians
with this the clones become more deadly and are bound to ask or talk back more and act more like Mandalorians as they go threw a hell of a training such as interrogation training where there tired to a chair in underwear and are interrogated in the most crural and disgusting way possible to try and brake them, survival training, weapons training, basic and advance fist aid, search and rescue, Piloting, using all shorts of vehicles and much, much more as there trained to be the best
