The Atlas Kingdom we know may have evolved but there will always be pros and cons to it.
The good news is that they're still relying on Dust as power and ammunition. They still use Napoleonic tactics, their metal is still weak, their security is still weak, and they still haven't reached outer space.
The bad news is how they've changed. Their technology have evolved and their numbers are higher then you think. They're a little smarter then before (despite their failures) and they even occupied one or two kingdoms.
