Chapter 12

The capital: that night

Naruto sat on a dock he was expecting someone or rather people he could hear footsteps the sound of sandles meeting the ground, he had their scent now both smelled of death he could feel the darkness that surrounded them get closer, the sounds of night were all around him owls, crickets etc. He closed his eyes ready for an altercation the footsteps drew closer he was disguised as a boatman who had been paid to transport the individuals walking toward them the sounds of the sandles stopped.

"Were ready to go" kisame said

"You're a long way from home aren't you...Itachi" Naruto replied

Itachis mangekyo spun to life he began to reach in his pocket for a kunai as Kisame reached for Samehada.

"Relax, if I wanted you dead your bodies would've been paraded through my capital already" Naruto said

"Hello Naruto, I see you have grown up I assume you know why we are here then" Itachi said

"My guess would be intelligence gathering had you'd known I was here you would've sent more to capture the last 3 jinchuruki, you know my empire has a kill on sight order for your organization" Naruto replied

"Then why don't you fulfill that order then" Kisame said

"And risk being under a genjutsu? Please myself and Kurama don't intend on being anyone's slaves even I know better than to test Itachis power in that regard and I'll be damned if I become a prisoner again, I saw what you did to saskue and frankly it disgusts me I am the only one who is his true brother not you, hes changed for the better, he has cast his hatred aside,
he wants justice and I'm almost half tempted to grant him said justice" Naruto said growling the last part

Itachi couldn't help but smile at what Naruto had said about his younger brother he relaxed and began thinking. If only he could tell Saskue the truth maybe things could be different but he was set on this path and he would continue it to the end.

"If you're not here to kill us then what are you here for?" Kisame asked.

"To deliver a message, if any of you step foot in my land again you will be executed on sight with no trial I will then send your bodies back to the villages you abandoned so they may do with them as they so please, and one more thing I am coming for you all the tailed beasts will be freed and if you attempt to attack any more of the jinchuriki I will give you a war you can't win I'll burn down the east to find you all. I'll kill all your collaborators this isn't a threat it's a promise I want our conflict resolved without the loss of innocence now leave my land and tell your organization" Naruto said in low voice his killer intent leaking out.

Itachi and Kisame looked at each other and nodded they walked toward the dock and moved into the boat Naruto didnt move from his spot he kept his eyes off of Itachi and he stared into the moonlit water, they boarded the boat and began to paddle their way down the river. When they were gone Naruto exhaled he was hoping for the best outcome in this scenario he got up and made his way back to his palace.

The capital: 2 days later

Naruto sat on his throne listening to propositions and request maintaing an empire was a tedious task but it brought him an awkward peace he remembered seeing Hiruzen and Tsunade with stacks of paperwork and was grateful he had people to do it for him. The festival was a tremendous success the capital thrived from the money besides the incident with Itachi and Kisame no one was dead or hurt. Most of the members of the Shinobi nations had already left except for the Konoha group per his request they had questions and he would provide answers.
