A/N: I meant to post this chapter in order, but I forgot to write it. It isn't imperative to read in order to understand the story. just some background information on Madi.

Tobin and Christen settled into bed for the night, Madi's file in hand.
"I know that we skimmed it, but we really do have to read the whole thing in order to help our girl, don't we?" Tobin asked.
"We do. We can't let our ignorance about something get her hurt. We have to be able to keep her safe."
With that they opened the file and started reading.

Age: Estimated to be 15
Date of Birth: Unknown

Place of birth: Unknown, found outside of fire station in Cleveland, Ohio
Origin: The child was found outside of a fire station in Cleveland, Ohio anywhere from 2 and 20 weeks after birth. Assumed that mother was the parent to abandon the child. Child was found in October of 2002. Wearing a onesie pajama set with one thin blanket. No identifying piece of information was with the child. Named Madison by the fire fighters.
All attempts to locate any family failed and the child was placed in the foster system.
Placements:
Nov 2002 (Age few months): After release from the hospital the child was brought to a foster home in the Cleveland Suburb. Two foster parents and three foster siblings over the age of five. Removed from home after almost one year as the couple were expecting another biological child.
Sep 2003 (Age 1): The child was moved into a foster home in Akron. One foster parent and one foster sibling. Removed after a year and a half due to child neglect. Bio child was also removed.
Apr 2005 (Age 2.5): The child was moved to a children's home in Akron. Stayed for two months before being fostered out again.
June 2005 (Age 2.5): Moved to a foster home in Cleveland. Two foster parents. Removed from home after five years because of failed adoption. Reason for failure: Foster mother being treated for depression.
July 2010 (Age 7): Child moved to foster home. Stayed 6 months. Removed for abuse.
Jan 2011 (Age 8): Child moved to foster home. Stayed 9 months. Removed for abuse.
Oct 2011 (Age 9): Child moved to foster home. Stayed 2 weeks.
Oct 2011 (Age 9): Child moved to foster home.
Feb 2012 (Age 9): Child lost in system. Check up was done on home. Foster parents claim the child was taken by a social worker after 1 month. Investigation found no wrongdoing by foster parents.
Apr 2015 (Age 12): Child found in system. Moved to foster home in Columbus. Removed for neglect after 1.5 years.
Oct 2016 (Age 15): Move to new foster home. Removed upon request after 6 months.
Apr 2017 (Age 15): Moved to foster home in Portland, Oregon. 2 foster parents.

Oct 2002 (Age few months): Brought in after being found. Severe malnourishment makes exact age hard to tell. Spent a few weeks in hospital getting needed nutrients. Shots were administered.
Apr 2005 (Age 2.5): Child came in once again severely malnourished. Child was behind on many milestones. Including, but not limited to, walking and talking.
July 2010 (Age 7): Saw a therapist for 2 months. Stopped when it did not seem to be helping.
Aug 2010 (Age 8): Child came in with a broken arm and wrist. Foster parents claim she fell down the stairs while playing. Child did not say anything.
Dec 2010 (Age 8): Child came in with bruises all over her body. 2 fractured ribs and welts all down her back. Child services called.
Oct 2011 (Age 9): Child services called after the child came in with a broken nose, black eye, bruised ribs, broken wrist, bruised thighs, and signs of vaginal trauma.
Apr 2015 (Age 12): Child came in with numerous broken and fractured bones. Some older that never healed properly. Many bruises on the child and cuts along arms. Some look self-inflicted, but the child has said nothing. Bruised thighs and signs of vaginal trauma. Welts and bruises on the back. Cigarette burns along arms and legs at various stages of healing. Child rarely talks and has an extreme stutter when she does. Most likely trauma induced.
Police report Feb 2012-Apr 2015: Child went missing from foster parents house. Foster parents claimed that the child was retrieved by a new social worker. Investigation held that this was true, but the child's whereabouts were still unknown. Located in April 2015. Social worker did not file appropriate paperwork in order to place the child in uncertified homes.
"Wow."

Both women had tears streaming down their faces.
"How could someone do something so terrible to such a sweet girl?" Christen asks curinging into her wife.
"I don't know Chris. I don't know."
