"Your Imperial Majesty," Esper began, "we've considered your proposal. We'll join the Maharlikan Empire, but we must ensure our people's interests are protected."

John nodded, his expression understanding. "I assure you, our Empire values diversity and cooperation. You'll have representation in our council and access to our resources."

The chieftains exchanged glances, then nodded in unison.

"We accept your offer," Briestd said.

Colombo added, "But we must discuss the looming threat from Hestar and Lerutia. Their aggression endangers us all."

John's expression turned grave. "I'm aware of the situation. Our scouts report:

- Hestar: 800 medieval-era carracks, 400 Renaissance-era galleons
- Lerutia: 400 medieval-era frigates, 200 Renaissance-era brigantines
- Total: 1,200-1,500 ships, crewed by experienced sailors and dark mages

Our Empire's naval defense consists of 500 ships, featuring:

- 100 modern destroyers (WWII-era)
- 150 modern patrol boats (post-WWII)
- 50 modern submarines (Cold War-era)
- 100 modern support vessels (troop transports, supply ships, hospital ships)
- 100 mixed-era vessels (Guided Missile Destroyers, Nuclear Carriers and Several Frigates with few Destroyers are present with Advanced Technology)

Our advantage lies in our modern vessels and strategic alliances."

Gabriel, the Chancellor, spoke up, "Sire, our intelligence suggests Hestar and Lerutia are mobilizing their armies. We should prepare our defenses."

John nodded. "Agreed. Einrich, ensure our supply lines are secure. Devor, allocate resources efficiently. Gopher, prepare our naval defenses."

The ministers nodded, beginning their tasks.

Princet, the Minister of Foreign Affairs, reported, "Sire, the League of Free Cities is considering our proposal for mutual defense. They're wary of Hestar and Lerutia's aggression."

Xinhua, the Minister of Foreign Affairs' aide, added, "We've received reports of dark mage activity near the enemy kingdoms' borders. They're likely to employ dark magic in the upcoming battle."

Cyphalt, the Scientist, warned, "Sire, our research indicates the enemy's dark magic could disrupt our modern technology. We must develop countermeasures."

John's expression turned resolute. "We'll address these challenges. Our Empire will not falter."

The room fell silent, as the Empire's leaders contemplated the impending threats.
