"They are the most despicable creatures in the world" Luffy said "they don't have any respect for anyone, the Navy or any World Government worship them as gods by following and protecting them and letting them whatever they want. They can kill you and kidnapped anyone and slave them. If you try to stop them then the navy will arrest, you and send you to Impel down or kill you"
