The ornate palace of the Earth King shimmered with an unnatural light, a stark contrast to the muted tones of Ba Sing Se. Zuko, his scarred face grim, bowed  before the imposing figure of Earth King Xuo.
"Fire Lord Zuko," the Earth King boomed, his voice echoing through the vast chamber, "I welcome you to Ba Sing Se. Though our nations have long been adversaries, I acknowledge your courage in breaking from your father's tyranny."
Zuko straightened, "Your Majesty, the honor is mine. I come seeking peace. The Fire Nation, under my rule, seeks to end this senseless conflict. The Fire Nomads, a rogue faction, threaten to destabilize the entire region."
King Xuo, a man weathered by years of war, leaned forward, his eyes narrowing. "These 'Nomads', they are a threat indeed. They disrupt trade routes, terrorize villages, and show no regard for innocent lives. They are a stain on the honor of all firebenders."
"Agreed," Zuko said, "They are a blight upon the world. My plan is to isolate them. Bin Er, their stronghold, sits on a narrow peninsula. We can cut off their supply lines, starve them out."
King Xuo stroked his beard thoughtfully. "A sound strategy, Fire Lord. But unconditional surrender is not enough. These... Nomads, they have committed atrocities. Their leader, Khan Rokkun, must be brought to justice. He must face a trial, and if found guilty, face the consequences."
Zuko felt a pang of unease. "Your Majesty, I understand your desire for retribution. However, unnecessary bloodshed should be avoided if possible. We can offer them a chance to surrender peacefully."
King Xuo fixed Zuko with a steely gaze. "Fire Lord, the Earth Kingdom has suffered greatly. My people demand justice. This is not merely a military campaign; it is a matter of restoring honor and dignity to those who have been wronged."
Zuko understood. He had seen the suffering firsthand, the scars left by the Fire Nation's war. "Very well, Your Majesty. I will ensure Khan Rokkun is apprehended and brought to justice."
King Xuo nodded approvingly. "Excellent. This alliance will bring an end to the Fire Nomads, and usher in an era of peace. I will provide you with the necessary support – troops, supplies, and intelligence. Within the next few months, we will march on Bin Er together, a united front against this common enemy."
Zuko felt a surge of confidence. "With the combined might of the Earth Kingdom and the Fire Nation, victory will be swift and decisive. We will bring an end to the reign of terror of the Fire Nomads, and restore peace to the world.
