The worlds response.

3 weeks ago. The day after All Might fought All For one

Melissa was summoned to a meeting on I-island. The sudden and unfortunate retirement of All Might had caused a stir, and there was a meeting at the higher ups of the Island, and she was taking over for her father place. She met with john outside, along with Y/Ns uncle, and his parents. "Is Y/N okay? And everyone else in class A?" Melissa asked Y/Ns parents. "They are. We are worried and want to get back as soon as possible. However, this meeting was planned for today. We just didnt expect for this to happen right now." His parent said.

They all went into the same room that the party was held at the i-island expo. Multiple people were there, the main heads of several research departments on the island. And there were national security officials from around the world, and tech companies as well. However, ingen was the main focal company.

"Without further ado. Let's get this meeting started." The chairman for the I-island committee said. He cleared his throat. "Everyone. The last 72 hours have been tough on us all. As you know, the number one hero in the world, All Might, has retired." The chairman said. "Very ironically, this meeting was planned and was meant to talk about the future of hero society. The future of the world, and how we should prepare for when the symbol of peace was gone. And that future is here, a lot sooner than anticipated. This meeting was to figure out how we should prepare. But now, it's to plan on how to react. How do we continue All Mights work? Not just in japan, But around the world. How can we build upon the ideal for peace? Now, with out further ado, lets begin the discussions." The chairman said and sat down.

The meeting began, and Melissas brain felt a little foggy. Just overwhelmed with everything thats going on. Multiple people spoke, gave words about All Mights retirement. Some others, made it clear how much the world is seeming self dependent. Until the obvious was brought out clearly.

"The one All Might fought, he was the most powerful villain weve seen. Multiple quirks, cunning, the leader of the league of villains. Now im not trying to sow division, but this seems to be japans responsibility. We dont entirely know the villains connections, and if he has Allies around the world. But, it is japans responsibility to have the heroes, and system in place for when the league does return. They did make it out of that fight." The national security head of the UK said.

"Well let's not forget, the other danger. The dinosaurs. We know that the lead scientist for the La cinco Muertes islands was killed. But his subordinate is still out there. John, do you have any news on this?" The national security head of Bolivia said. "Yes. The Ingen operation airbase on Japans eastern coast was attacked the same night of the Kamino battle. This was a very light assault, with no casualties on our end. We speculate that Henrys prodigy, the Y/N clone known at Meurte, has now taken command. And whether or not they are still working with the league in not known. The biopsy report on Henry's body suggests he was killed by the leagues leader. All for one." John said. "They're is some more details that we are still processing about Henrys death, and the current situation with that."

"Well, Ingen has taken to clearing its name with the relivations of the island chain, and the 93 incident. And we are aware that the son of these two has been made into the face of that effort. My point with this, is that not every country had an ingen. And it seems we are going to need more than just heroes to keep up the peace. Not everyone here has the privilege of having the lowest crime rate in their country." Someone said. Everyone nodded. "Okay. Let's take a break." The chairman sat up. "We will return at 2:30." He said. And everyone stood up.

Melissa walked slowly behind John. "You okay dear?" Y/Ns mom asked her. "Hmm. Just, I guess I didn't quite realize how different things are for different countries. How hard it may be." Melissa said. "It's hard to try to open your view to more than just your current surrounding life. Or even your country." Y/Ns dad said. "But, I-Island is an amalgamation of all of the worlds leading scientists. So that's why we are having this meeting." John said.

Getting lunch, Melissa sat down next to Y/Ns mom. "Hows echo?" She asked, wanting some small talk. "Echos doing great. Crystal is doing great too." Y/Ns dad said.

After lunch, they made their way back to the meeting, which continued on other topics, but circled back to what was stated earlier. "Earlier, I said that we needed more than heroes. But, it seems we need more than police, and other law enforcement." The American NS head said. "What do you have in mind?" The chairman asked. "I think it's time we began a super soldier program. Augmenting quirkless troops, or volunteers." The man said. There was an audible gasp from people. "Are you insane?" The chairman asked. "You know... he's right." The NS of the UK England said. "What about this is right? We have heroes. We need to improve our hero training, or our schools." Y/Ns dad said. "That's rich, coming from you. Japan has heroes, and has some of the best schools in the world. But, here's the thing. Villains are the most recognized threat. And the word, "villain" is given out more than it should. I mean, there's crime familys, and gangs, hell the islands were essentially an outpost for them." The NS of America said. "The most accurate term, for a lot of people, and i would say for Your "league of villains". They're not "villains" they're insurrectionists." The US National Security head said. "That's a pretty big word to be throwing around, Hank." The chairman said.

"The head of the league, the All for one guy. He was defeated, but he was the one who brought all might down with him." The man said. "What about stain?" Y/ns dad said. "Stain had killed multiple heroes. But his rhetoric was about that people are heroes for the job. For the money, and fame. Not to be there to help people." His dad said. "Okay. Putting those aside, what else could this super soldier project be for?" The chairman asked. The US man couldn't answer. "Well, i have an answer." Melissa said. Everyone looked at her, and she realized she said it out load. "Okay Ms. shield. Would you like to elaborate?" The chairman asked. Melissa took in a breath, and stood up. "Well. Clearly, you have set goals for this proposed project. But you're missing the more widespread adoption of this idea." Melissa said to the US man. "For starters, we need to do research. And if anything, we need a proof of concept. But, for humor sake. Let's say we figure it out, and we come forward with this proposal. And we campaign the opportunity for current active Duty police, and for those who want to be able to really be of help in the field. Besides all of the money, and resources we'd need. Where could they fit in? The could be the middle line between heroes, and the police. We could have specific teams that are there for first aid until more can arrive. There are good applications, helpful applications to this project. Not just, destroying "insurrectionists"." Melissa said.

The US head looked displeased with her speech. "Well said Melissa. Is there anyone who disagrees?" The chairman asked. Everyone was silent. "Good. Now then, Melissas points all seem ideals to achieve. However, as stated need a proof of concept. To really see the potential of this possible project." The chairman said. He got all quiet for a second. "Henry. Your son has a new dinosaur right? It has a quirk?" He asked Y/ns dad. "Yes. Her name is crystal." Henry said. "And the one who helped during the incident, the raptor. She doesn't have a quirk?"

"Uh, no. She doesn't." Henry said. "You can't be serious, i mean making super soilder humans. Not clones dinosaurs." The US man stood up in defiance. "That raptor helped save this island. And she is currently working on being a side kick to their son. That raptor is going to get in field experience, and has already had some mind you. She's working on being a hero as it is, and id say helping her achieve that goal seems like the perfect opportunity to test out this concept." The chairman said coldly. "Your saying like its some super complex animal. I want trained people, who can speak, and communicate to people."

"You underestimate their intelligence." Henry said. "That raptor has grown to be a loving and caring animal. I only wish she could be have more of her kind with her. But im telling you, she has the potential to be a great hero." Henry said. John stood up. "If echo is the candidate in mind, then Ingen will give full support to Melissa, and Y/N. Both should work together to make echo the best she can be." John said.

"Okay. In that case, we have this figured out. Melissa, along with ingen will be the head of this proof of concept project. Now, anything other than super soilders?" The chairman asked. "Okay. Meeting adjourned." The chairman got up. Melissa was out of it, realizing what she gotten herself into.

Present day.
Melissa waited for Y/Ns reply. As he wasn't aware of echos candidacy. And she was nervous of his reaction.

(Yup. So I'm inspired from the spartan of halo. And wanted to focus on some of the aspects of the lore that make them Spartans. So I hope you like where it's going. And are excited.)
