Okay, so obviously this is not the usual posting order, but with the new year approaching, I decided that this was the best story to continue on, since it's nearly time for another update to the Inductions story. That should help you figure out what this chapter is about. Also, due to how long this chapter is becoming, I've decided to split it into multiple chapters to keep it from becoming too long. There will be at least one more chapter after this one to conclude the mini arc.
Supergirl was staring out the window of the Watchtower, taking in the sight of Earth from the stars. It never got old.
"You okay?" Superman asked her as he walked up to her.
"Yeah, it just never gets old, that view. And it reminds me of what we're fighting for." Supergirl said and her cousin smiled.
"I get it. But I thought you should know the last stragglers have arrived. Everyone's here." Superman said and Supergirl nodded.
"Then let's get started." Supergirl said as they walked into the meeting room to find the entire Justice League waiting for them and Batman, Wonder Woman, Martian Manhunter, Green Arrow, Green Lantern and Flash joined them at the head of the newly expanded table, since as the founding members, they and Superman sat with Supergirl at the head of the table.
"Thank you all for coming here today. I can't stress enough the importance of the subject of today's meeting. The decisions we make today will forever impact both the League itself and how the world perceives us and whether or not they continue to put their faith in us. You all know our objective. Please take your seats. We have a lot to discuss." Supergirl said as they all took their seats.
The first thing the league did was old business. Primarily the hunt for Lex Luthor, since he was a high value target and he'd been at large for far too long.
"Our current intel suggests that he's no longer hiding out in Kahndaq after a failed assassination attempt on Queen Isis." Batman said.
"Not to mention harboring Luthor is a direct violation of the agreement Black Adam made with Captain Marvel as part of their truce, which I told him would extend to the Justice League as long as he stays in Kahndaq, since we have no proof of him being anything but a benevolent leader, especially after he freed his land from Intergang's control. He's not an ally, but I also don't want to make an enemy out of him if we don't have to." Supergirl said.
"Agreed. Adam isn't hurting anyone unless he's provoked and we don't need to gain a title of invaders by trying to illegally remove him from power with no just reason." Batman agreed.
"We have reason to believe that Luthor might have been supplying Victoria Kord with resources to continue her war against us in Palermo City, but she vanished shortly before Barry and Iris's wedding." Green Lantern said.
"I've tried using tracking spells on Luthor, but he's found a way to shield himself from my magic." Doctor Fate added.
"So we have no idea where Lex is?" Superman asked.
"He's a snake. He's always been slippery. We've done everything we can to limit his resources, but we likely won't find him until he wants to be found." Batman said.
"Agreed. So, now, let's shift to new business, the real reason we're here today. I just wanted to get that little piece of housekeeping done first." Supergirl said.
"Seconded." Wonder Woman said.
"Okay, before we there's only one piece of new business, since it's the reason I called this meeting and made attendance mandatory. It's time for the Justice League's annual expansion." Supergirl said.
"Another expansion is risky, since that could lead to another escalation from our enemies." Martian Manhunter said.
"True, but I still think we need to add some new blood. After all, if expanding allows us to keep an edge over our enemies, since it keeps the league from getting predictable." Green Arrow countered.
"And the option remains to vote no on all candidates. Now, every member of the League who wanted to has submitted nominations of heroes they believe are ready to join the Justice League. And while we acknowledge that all of them are great heroes, today we determine which of them are ready to take seats at this table with us. Now, here are the potential nominees that have been submitted." Supergirl said as she pressed a button on her console and projected holograms of the following heroes.
"Heroes that have been recommended for League membership are White Canary, Captain Marvel, Major Marvel, Citizen Steel, Vibe, Dreamer, Steel, Captain Atom, Liberty Belle, Zatanna, Riptide, the Atom, Huntress and Red Arrow. Are there any last minute nominations to be made?" Supergirl asked, an image of each hero being projected as their name was called.
"First up White Canary. Nominated by Green Arrow and Black Canary, seconded by Wonder Woman. Based in DC, works with Wonder Woman's team." Supergirl said, just projecting an image of Sara Lance.
"Sara's just as skilled at fighting as I am, not to mention she's a highly trained Argus agent and like me, she's a legacy of JSA, daughter of the second Black Canary and granddaughter of the original and Wildcat. Also, she's been trained in Amazon combat techniques." Black Canary spoke up on her sister's behalf.
"The League could use more human heroes, since it shows people that you don't need to be a meta or an alien to be a hero." Wonder Woman added, since the only human members of the League were Batman, Green Arrow, Batwoman, Spartan and Katana, since every other member of the League had some kind of super power, or the power rings in the case of the Green Lanterns or Scarab in the base of Blue Beetle.
"True. And since Sara is an Argus agent, she's no stranger to taking risks." Supergirl said.
"Next candidate is Captain Marvel. Currently a solo act protecting Fawcett City. Nominated by Supergirl, seconded by Doctor Fate." Supergirl said as she moved on to the next candidate.
"I have concerns. For one thing, for all his power, Captain Marvel lacks maturity. Especially since he's really just a kid." Batman said.
"Wait, what?" Superman asked, since that was news to most of them and Supergirl nodded.
"Captain Marvel's real name is Billy Batson and while he may look like an adult, he's actually a 10 year old boy who, according to Doctor Fate, was gifted the powers of the wizard Shazam, which turns him into Captain Marvel and back again." Supergirl said.
"It could be seen as reckless, bringing a child into the League." Wonder Woman said, since she was with child herself, she'd never condone letting her child join the League until after they turned 18.
"Maybe, but Billy has proven that he's aware of the risk and his age could actually be a positive, since it allows him to think in more creative ways than the rest of us. And it would be a way for us to help nurture him, since even if Young Justice still existed, I'd say Captain Marvel's hero form is too old to be treated like a kid and he's too recognizable." Supergirl said.
"Speaking of Young Justice, I think we should bring it back, since Artemis has really expressed her disappointment as losing that team, not to mention more and more young heroes are stepping up, we could use that cushion to help them learn." Green Arrow said and it looked like several leaguers agreed with that.
"We'll discuss that at our next meeting in the new year. Let's focus on the business at hand." Supergirl said, returning them to business.
"I think that Captain Marvel would benefit from having the League watch his back, and help him brush off his rough edges." Batman said.
"The reason you keep taking in Robins." Superman said and Batman nodded.
"The whole reason I took Nightwing in when he was Robin in the first place was to help ensure he didn't become like me. But I think that without some kind of guidance, he'll eventually make some kind of mistake and people will get hurt. The positives of bringing him into the League outweigh the negatives." Batman said.
