Amanda Waller waited in the small diner, looking at her watch... as those who were supposed to come to this particular meeting were late.

Waller by far, was a fat chubby, african american woman. She wore a neat business suit, and was rather high up in the government. How high up, well you'd have to have some pretty neat sanctioned clearance to find out. All somebody needed to know about Waller.. was that she would do anything..and everything.. in the name of National Security.

The diner door ringed as a man in a general's attire came in, followed by Gensei Kihara.

Waller waved over at the two, and they sat down with her at the booth.

"I've done it.." said Waller, as soon as they sat down. "I've gathered them.. the Worst of the Worst.. and several others.."

Waller handed Gensei several large files, which he looked over with an interested expression. "My.. two of them are even from Academy City.. and. I was under the impression this one was dead.."

"Don't ask how we managed to sustain her after we found both halves of her body.." said Waller. "But we managed it.. ITEM is probably going to be in for a shock if they ever see this. So.. what's the ruckus about Kihara? I thought we were going to meet the day after tomorrow."

"Things have changed, informants.. tell me that Batman plans to send one of his pesky friends to deal with our contract.. I suspect perhaps Nightwing.."

"It shouldn't be a problem for you." said Waller. "Anyways.. the Railgun Army project must not be stopped.. too many cards on the table for this already.. An Army of Level 5s.. imagine what we could do with that Kihara.. this planet's safety would be secure.. Freaks like Darkseid and the Reach won't stand a chance.. a pity that Accelerator's DNA Map wasn't the right match for our new cloning tech.."

"But that's not the whole problem.. rumor is.. Mikoto Misaka.. the original Railgun.. plans to return to Academy City soon to resume her middle school education." said Kihara. "Her alone is no problem.. and neither is Batman.. but both together present a problem. Railgun has destroyed labs related to past projects in the past, however, this has only slowed research.. however, with a mind trained by that bat, working with powers like those.. "

"I see.. " said Waller. "Then this is the perfect time to test out this team I'm putting together.."

Kihara nodded, looking at the files. "Yes.. I know.. but you really think you could control them?"

"Scarecrow has a ginormous grudge against Batgirl.." said Waller. "He has no other reason to fight somebody in Batman's alley.. he'll kill any of them just to spite Batgirl..  he can be controlled.. as for the others, it's my specialty to make people do the opposite of what they want.."

"I thought this one's name was Deathstroke.." said Kihara, looking at one of the files.

"Not Deathstroke.."

"Deadshot?"

"He's the other file over here." said Waller.

"Then.. I've not heard of this one.."

"He's an interesting case." said Waller. "Claimed to be a Mercenary for Hire, but then an interdimensional Clown he called Twilight Prankster supposedly gave him a dimensional gateway maker for Christmas.. and it broke once he got to this world... I don't know how much is true, he's quite insane to be frank.."
