Exactly. Craig and Tweek finally realized they are gay. The reason they said it was to finally prove it to themselves that they were gay. It wasn't nessecary to say, but it was said to confirm it to doubters like Kyle, and more important theirselves.
In the scene, Tweek is in tears on the story he made up. He may have been in tears due to the fact that he convinced himself that it actually happened. Most people don't cry on command, so he was obviously simulating that he had been cheated on by Craig. He imagined that Craig had betrayed him, causing tears and sadness. Since there was no one else in Tweek's life that could be used to pretend he had been heartbroken by, he had to have only thought of Craig. He actually had feelings for Craig. He pretended he was heartbroken by none other than him, since he never seemed to have feelings for anyone else.
