Belarus used to be in love with her big brother, Russia. However, now she's just very afraid he'll abandon her; her creepy obsession as all become an act, though it's the only way she knows to approach Russia. Her number one fear is that she will be completely forgotten, even by Russia.
Additionally, America is one of the few who isn't terrified of her. Whether it's because he understands how she feels or he's just oblivious, no one knows. Because America enjoys spending time with Belarus, she has developed small crush on him thatis gradually evolving into a major crush.
She's much more cautious around America, as she desprately doesn't want to scare him like she did with Russia. But, no matter what, she'll always care for the American, even if he finds someone else he loves.
