You had me intrigued just by the tittle. There were a few grammar errors such as misplaced commas, and separating the paragraphs when using dialogue. ( Easy fixes nbd.) Something I would recommend is really working at developing your chapters. Some of them were a bit short, which is okay. However it's important to remember each chapter should help develop the story and push it forward. When ever you finish the story it's always a good idea to go back and either add to the chapters, or perhaps even combine a few together.
I really enjoyed the concept of this story as well. When I read the title I was expecting generic bad boy good girl, but I love that the characters both have the same passion and are both relatively in the same "clique." After all there aren't to many stories about surfers. I do wish there was a little bit more tension between the characters, I think that'll come if choose to go back over the chapters.
Over all I love where you are headed, and though I only read about seven chapters I expect some serious drama to come.
Completely irrelevant side note: I adore you for mentioning Blink-182. I Love love love them. I have a tattoo with there lyrics and I'm seeing them this weekend soo you da bomb for that lol.
