Somewhere near the borders of the State of Mysore
The Governor-General of Madras, George Frederick Stanley, at that time was touring the Southern part of the province along the Cauvery river as the British Raj was looking to build a dam across the Cauvery in order to benefit the farmers as they needed more Rice, for which a lot of water was required for it's cultivation. The Dam which was proposed would stop the water from getting wasted into the sea and would help for the irrigation of the Rice crop and also other crops like Cotton, Opium and Wheat. The only problem with building the dam was to get the permission from the State of Mysore along with the permission of the British Raj. This required a lot of money which was currently not available with Mr.Stanley as he already promised a State-of-the-art Medical College and Hospital for the people of Madras and has already started investing in it. "I think we have to collect a lot more taxes than what we are collecting. At this rate this Dam project will not get enough funding." said the Governor-General.
"But Sir, you can ask the Crown to allocate some money to the Madras province. Or you can ask the British Raj to divert some money from the taxes collected, towards your province." replied his subordinate.
"That's a good suggestion. But I don't take suggestions from my subordinates. Shut your mouth and do what you were asked to do" replied the Governor-General.They zeroed in a place for the Dam after 7 days of touring around the Cauvery river."The Cauvery river is very wide here - wide enough to build a Dam and also few canals for better irrigation." the engineer pointed out to the Governor-General. "Well then let's get the permission to build this Dam thing. What place is this? Mr.Ramalingam." asked the Governor-General." Sir this is the village of Mettur" said Ramalingam.
"Does it come under the Madras province?" asked the Governor-General. " Yes Sir." "Then Mr.Ramalingam I am putting you in charge of this project. Once we get the permission from the British Raj, you start with laying the foundation of the Dam. In the meantime I would like you to supervise the plans of the engineer and send them to Madras, so that I can choose the best one among them." said the Governor-General.Suddenly the courier arrived with a letter. "The taxes collected from the coastal regions of the Madras province were looted by the Bandits." read the letter. "Bloody Indian Bandits!! Stinson! Go to the headquarters and enquire about this. I will join you soon." ordered the Governor-General. Colonel Stinson took the army and started towards Madras.
