During the end of the first Turf War, the inklings of the First Squidbeak Splatoon took over the undiscovered locations that were about to be controlled by the Octarian Menace. Though the Octarians once dominated the Inklings as slaves, but they struck back with a fierce comeback, taking back their settlements and homes made on land. After the establishment of a ceasefire with their enemy, the Inklings formed a society with all of the other species where freedom and peace reigned supreme. While all of the Octarians that were the suppressors of all of the species were driven into the underground for their horrible misdeeds.
During the exploration period and establishment of the underground rail system, Squad Leader Craig Cuttlefish led an expedition into the darkest depths of the underground unknown. It was speculated that the Octarians found most of their warfare technology underground deep into the depths. Further and further the expedition team searched with only one or two casualties, the injured were sent back to the surface for medical assistance while everyone else proceeded forward. Cuttlefish was also accompanied by his two daughters: Undine and Selena Cuttlefish with an Octoling defector Kragen Ida, he was an Octarian double agent who fights in the name of peace and harmony.
Kragen helped his friend Craig through the mapped out system as far as his knowledge could help the team, until Cuttlefish almost fell into a nearly bottomless hole. The further analysis of what's below showed that the entirety was actually a realm full of fantastic ruins which soon inspired the architects of Inkopolis to make the city what it is in the present. Every building was seen as highly advanced and yet modern for social order, but all life was void of it. The scriptures and literature written all over the emptied city were too foreign for any inkling to interpret at the time, especially with the central tower with these strange symbols WNA.
