Hazel couldn't simply leave Arion unattended and unexercised once she stopped going on quests. New Rome didn't allow the boarding of horses that didn't belong to praetors, so she had nowhere to keep him within Camp walls. In the end, she chose to keep him at a nearby stable in the valley (when he decided to calm down enough to actually stay in captivity, that is).
She also started entering him in typical, mortal races.
It wasn't fair to the other jockeys, really. Hazel had enough talent and physical prowess to make a good equestrian, but Arion did all of the speed work. They won race after race, earning themselves places on national and even worldwide race leader boards.
They also developed a hefty collection of gold medals. Hazel let Arion have those; he earned the fruits of his labor fair and square. Or, the precious metals of his labor, at least.
