No one can deny that the democratic transition is a full-transformation operation in the structure of states, regarding its way of producing wealth, of managing ressources, and of orientating strategies towards a society of specialization in the different shades of research, development, innovation and advancement in a such complex twenty-first century communities.

This transition is a migration from a randomizing regime where Ego dominates the other -Hello Freud!- , a regime based on privileging individual and vested interests of those who are in power, of those holding legislative, executive and judicial authorities, of those rich business men who are under the tutelage of corrupt politicians who, themselves, believed in the myth of the political potency... A climate where quantitative participation is absent under the absolute rule.

This transition is a migration to an ordered regime dominated by the collective and the popular spirit of mass-participation in political life, which gives enormous priority to the public interests of the country and the legitimacy of all three authorities to elected people on the basis of academic competence and political integrity, as it is the supreme guarantee of the application of the law and respect of the constitution.

However, the cut-off with a non-democratic regime is not an overnight act or can be done with a magic wand. -Accio Democracy! Riddikulus Corrupts! Wingardium Leviosa!.. you see? nothing happened-. The meager group that has perpetuated the use of dictatorship will not let its interests evaporate without any resistance, and that occurs in proceeding in various actions, whether legal or illegal, or worse, unethical and immoral, just to preserve their interests in a first step, and to continue a prudent corruption campaign on a next level... This is administrative corruption, as it is law breaking without punishments and lack of transparency in important, suspicious and judicial cases, which will result a state of lawlessness and a policy of impunity, in addition to striking the democratic transition in form and substance. These attempts will not cease to stop, as these corrupts will nominate themselves in national and regional elections as they try to reach positions of power to strengthen their authority, and to saturate their itch to command and their desire to own and possess. And here, we reach a top immoral crime against a nation. Political corruption.

Regarding so, The manifestations of economic corruption appears in the tampering of public project deals for personal profit... the conclusion of affair contracts that cause losses to ministries or national institutions and benefits other companies and businesses... dealing with suspicious and corrupt money from inside and outside the country for the interest of individuals, furthermore, political partis.

In order to establish a democratic state and to build a state of law and institutions, the priority is to seriously fight corruption with all its forms, mainly political corruptions as it is the major source for other corruption forms to manifest and to prevail. Favoritism, nepotism, loyalty to people, and policy of impunity should cease and stop to occur in all governmental structures and administrative procedures. Without these constraints and conditions, there will be no real democratic transition, no economic progress, and no industrial development for a country, no reform programmes or any anti corruption campaign will succeed, no matter how noble the politician is, and how purposeful the programs are.
