Stephen King didn't write much about Derry's school system, so I'm going to be making up my own, since I can't find much information. Plus, the '89th year probably had different traditions for going back to school than the modern traditions, so there's not a point for deep research.

This takes place during 1992, which is 9th grade for the losers club that remained in Derry and 3 years after the defeat of Pennywise.

I don't know why in the movie they put so much CGI on him, I mean he looks so much like a real Richie Tozier. Look at the mischievous glint in his eyes. If that doesn't yell 'Richie Tozier' at you then I don't know what would.
