After one of Daenerys's Blood Riders; Kovarro, returned from traveling northeast, he reported that the Elders of Qarth would be pleased to allow the Mother of Dragons and the Dragon's Sister to be hosted in their kingdom.
Neither one had any intel on the kingdom, but with what little food and water they had left, they were left with no other choice but to accept. But it was strange when they arrived after three days within the Red Waste.
The gates of Qarth opened to reveal guards equipped with shields and spears. They all marched in unison before stopping to the left and right, allowing a group of men to walk from the middle.
"I thought we were welcomed." Daenerys stated as she looked at Ser Jorah.
"If you heard a Dothraki horde was approaching your city, you might do the same, Khaleesi." He replied.
Vaerya looked back in what "horde" the people of Qarth were so afraid of. There weren't many at all, at least around twenty including the elderly, women, and some children. "Horde?" She asked in skepticism.
Eventually, the guards stopped and the men in the middle approached. One was seemingly larger than the rest, dressed in fine noble clothing at the age of a ranging middle-aged man.
"My name is Daenerys--" Daenerys began before the man cut her off.
"Daenerys Stormborn of the House Targaryen. And her sister, Vaerya Dragonfall of House Targaryen as well." He answered.
"You know us, My Lord?" Vaerya asked.
"Only by reputation, Khaleena. And I'm no Lord, merely a humble merchant. They call you the Dragon's Sister, and you the Mother of Dragons." He responded, almost sounding humble and kind.
"And what should we call you?" Daenerys asked.
"Oh, my name is quite long and quite impossible for foreigners to pronounce. I am simply a trader of spices. But we are The Thirteen, charged with the governance and protection of Qarth, the greatest city that ever was or will be." The man explained, addressing the group behind him.
Seeing that chances were possible to be allowed into the city, Daenerys then spoke. "The beauty of Quarth is legendary--"
"Qarth." He corrected.
"Qarth." She then said.
"Might we see the dragons?" He asked.
Both Daenerys and Vaerya looked at each other, curious on what his motivation was. Looking back at the horses that held two crates on both sides, Vaerya attempted to change the subject.
"My friend, we have travelled very far. We have no food, no water. Once I see our people fed, we would be honored--" She tried to bargain, but the man was in no mood to do so.
"Forgive me, Dragon's Sister, but no man alive has seen a living dragon. Some of my more skeptical friends refuse to believe both of your children even exists. All we ask if the chance to see for ourselves." He stated.
"We are not liars." Daenerys said firmly.
"Oh, I don't think either of you are. But as I've never met you before, my opinion on the matter is of limited value."
Jorah remained silent as the two continued to speak. He hadn't heard much of Qarth either, besides it sat on a nearby bank to an ocean. But if he spoke out even once, the merchant perhaps would easily turn them away as he had welcomed them in.
"Where we come from, guests are treated with respect, not insulted at the gates." Daenerys snapped, the once Khaleesi returning when Khal Drogo was still alive and the Khalasar hadn't left.
"Then perhaps you should return to where you come from. We wish you well." He then began to walk back to the gates, up until Vaerya stepped forward with Daenerys and Jorah.
"What are you doing? You promised to receive us." She pointed out as he turned back around.
"We have received you. Here we are, and here you are." He said, gesturing to the other Thirteen and what remained of the small Dothraki group.
"If you do not let us in, all of us will die." Daenerys reminded.
"Which we shall deeply regret. But Qarth did not become the greatest city that ever was or will be by letting Dothraki savages through its gates." He said.
Once again, he turned back around to face the gates with the others eventually joining in. But with the heat and exhaustion of her people rising, Daenerys began to snap even more so.
"Khaleesi, please be careful." Jorah warned, almost begging her. The people of Qarth may be wealthy, but they were armed.
Daenerys didn't listen. She stepped forward with both Jorah and Vaerya behind her. The guards rose their spears when she even said a word. "Thirteen. When our dragons are grown, we will take back what was stolen from us and destroy those who have wronged us. We will lay waste to armies and burn cities to the ground. Turn us away and we will burn you first." She threatened, the blood of the dragon burning in her veins.
The fat man turned around, stunned to see that she had in her. She was a true Targaryen from the stories he heard about their once ancient and powerful House. "Ah. You are a true Targaryen. Only, as you said a moment ago, if we don't let you into the city, you will all die. And so..." He began, but this time someone interjected him.
A taller man with similar clothing walked towards him, his voice deep but calming. "Retreating in fear from little girls is unbecoming of the greatest city that ever was or will be." The man said.
"The discussion is over, Xaro Xhoan Daxos. The Thirteen have spoken." The smaller man retorted.
"I am one of the Thirteen, and I am still speaking." Xaro reminded.
"The girls threaten to burn our city to the ground and you would invite them in for a cup of wine?" The man questioned, as if one of their own had suddenly turned against the rest.
"She is the Mother of Dragons, and her sister is the Dragon's Sister. Do you expect them to watch their people starve without breathing fire? I believe we can allow a few Dothraki through our gates without dooming our city. After all, here I am, a savage from the Summer Isles, and Qarth still stands." Xaro continued.
Daenerys and Vaerya looked up at Jorah, their hopes returning back to them at the thought of saving what remained of the Dothraki Khalasar.
"Our decision is final." The man stated, walking back to the others until he stopped.
"Very well. I invoke Soumai." Xaro declared as he pulled out a dagger from his belt around his waist.
The Thirteen looked at each other in disbelief, some angry, some confused, and some surprised that Xaro Xhoan Daxos would do such a thing for two girls and a small group.
"I will vouch for them, their people, and their dragons in accordance with the law." He continued before slicing his left palm with the dagger, revealing the bleeding wound to the man and the others.
The Thirteen nodded their hands. Soumai allowed a resident of Qarth to vouch for outsiders, but must cut their palm and reveal it to others to show it is true.
"Be it on your head." The man snapped before angrily walking away, pushing the others to the side carefully.
"Welcome to Qarth, my Ladies." Xaro welcomed as the gates finally opened.
From what Vaerya saw, Qarth was made of buildings similar to Pentos. She could see a sea in the horizon and the ships that were docked or leaving the city. It had been so long since the last time she had seen a city, thought it was only a month or so ago.
Eventually, the small Dothraki group moved forward with Daenerys and Vaerya leading them inside. Daenerys could tell that besides Xaro, the other Thirteen didn't trust her or wanted her and her people inside at all.
Now that they were vouched for, they were allowed access. But they didn't know what would happen to either of them after revealing their dragons truly existed.
