"We believe that we're looking for a group of hitmen," Hotch said. All the available Agents and soldiers found themselves in the bullpen as the BAU gave their profile. "Though we are not sure of how many we're dealing with," he said, "we have reasons to believe our unsubs are all males between the ages of 30 and 45. They're smart, sophisticated, and probably cold-hearted psychopaths that will do anything to succeed in their missions."

"Since botulism is something that requires a certain knowledge of bio-chemistry, it's unlikely that we're talking about independent hitmen," Emily explained. "They need at least three men to construct a plan as complex as this one, which means they are probably following a hierarchy."

On the see-through board, she had drawn a triangle. "The least powerful members are at the bottom," she said. "They are the most disposable of them all. If they're using scientists, they would make the bottom row. They're only means to an end."

"And the other four rows?" One of the soldiers asked.

"The second and third-row are the ones that plan the attacks and the fourth row are the leader's handymen. He has complete control over them, but they hold more power than everyone else. The leader sits on the top. He's calling the shots. Without him, the organization wouldn't survive. It's like the body of a snake," she said. "Snakes survive without a piece of their tail, but they can't survive without a head. That's why we need to find the hitmen in order to capitate the snake."

In the area around Washington Park, David Rossi stood with the responsible law enforcement officials that shut the crime scene down. He was shorter than many of the people around him, but threatening nonetheless.

"Unlike most hitmen that take all kinds of cases from contractors, these seem to have a certain victim type," he continued to give the profile. "The leader might see himself as a moral enforcer; someone who sees the injustice within people and tries to take justice into his own hands. He does that by taking contracts from people that want to inflict justice one way or another, but they don't always stick to the pattern which the murder of the figure skater in 2010 shows."

Back at Quantico, Hotch spoke up. "As the files we have handed out to you show, this is not their first time using botulism as a murder weapon," he stated. "What happened at Washington Park is entirely different from their MO, however, and shows us that some of the hitmen are most likely devolving."

The Agents looked down at the brown file in their hands. Paper rustled as they went through the several cases wrapped into one.

"This could also mean that something in their group dynamic is escalating," said Emily. "Something or rather someone could see themselves threatened by the hierarchy and possibly want more than what was actually the plan."
