But, Harry Potter isn't a kids book!
Just because there are children that read it, it doesn't mean it's a kid's book.
You don't give Fifty Shades of Grey to a kid and call it a kids book.
Mostly because, that would be totally wrong.
But, what I basically mean is that the readers don't define the age limit, the context does.
