It was 2012 in New York City. The metropolis was recently attacked by an alien force led by an Asgardian named Loki. He and his massive armies caused almost irreparable damage to much of the city. A team of heroes who called themselves the Avengers put a stop to the invasion and preserved most of the city. However, the aftermath was chaotic, and the city hired local construction crews to clean out the debris.
"Oh hey," a man named Adrian Toomes called out, "you can't cut through that stuff with a regular saw you have to use their own tech. They're tricky like that."
Adrian Toomes was the owner of a local construction business in New York City. He himself lived in Queens, but much of his business was cleaning up the messes left behind by the alien masses and Avengers.
"Oh hey!" Adrian called out to one of his workers who was coming in late, "good of you to join us."
The young man came walking in with a cup of coffee in his hand, "yeah, my alarm didn't go off."
"Yeah, yeah," Adrian scoffed, waving off his late employee, "just go stack that armor plating like I asked you. This is a huge deal for us."
"Attention please!"
Adrian and his crew turned around to see a large group of government officials standing at the entrance of the ruined building where they were working.
"In accordance with executive order 396-b, all post-battle cleanup operations are now under our jurisdiction. Thank you for your service. We will take it from here," a woman explained. Adrian scoffed at her.
"Who the hell are you?"
"Qualified personnel," one of the men said.
"Look," Adrian raised his voice, "I have a city contract to salvage all this, okay, with the city-"
"I'm sorry, Mr. Toomes, but all salvage operations are now under our jurisdiction. Please turn over any and all exotic materials you have collected or you will be prosecuted."
Adrian slipped a purple orb he had been carrying into his pocket discreetly. He then tried to stop the woman leading the operation, "wait, ma'am what if we... hey lady, come one!"
The woman turned around to face a very distraught Adrian, "look, I bought trucks for this job. These men and women, they have families."
"I'm sorry, Mr. Toomes," the woman exclaimed disingenuously, "but there's nothing I can do."
"Maybe next time don't overextend yourself," one of the men interjected, prompting Adrian to turn around and punch him. Another man pulled his gun out and pointed it at Adrian.
The woman turned around and stopped him, "if you have a grievance, you can take it up with my superiors."
"Who the hell are your superiors?"
Adrian and his crew went back to their headquarters that night and tinkered with the tech that they salvaged from the site. They were all watching the news which covered the Damage Control operations put in place by the billionaire Tony Stark.
"So they get paid to clean up the mess they made," one of the men said, "the system's rigged."
"Hey chief!" one of the men called for Adrian, "we still have another load from yesterday. We're supposed to turn this in, right?"
"I ain't hauling it."
Adrian walked over to inspect the load. "It's a shame," said a man who was tinkering with a weapon, "we could've made some pretty cool stuff with that alien junk."
Adrien looked at the load and pondered. They could just keep the load for themselves and build their own weapons and sell them for profit. His workers wouldn't lose their jobs, and they would have alien tech to experiment with.
"I'll tell you what," Adrian started, "we'll keep it."
Everyone looked at Adrian with widened eyes.
"The world is changing. It's time we change too."
