In this book Klaus wasn't adopted by Reginald hargreeves but Reginald knew about Klaus existence and he tried to find him but he couldn't .
But Reginald believed that he would find Klaus one day so he skipped the Number 4 for Klaus .

Side Note ;
I know Klaus doesn't have telekinetic abilities in the TV show version of the umbrella Academy 'yet' but in the original umbrella Academy comics Klaus has telekinesis, astral projection, Levitation, Seeing ghosts , giving ghosts blue physical forms and immortality .
So the Klaus in this story isn't that much high and that's the reason he has discovered his other powers .
