A GROUP OF ABOUT 50 MEN GATHER INTO A PAVILION WHERE NOMAN IS. NOMAN STANDS IN FRONT THEN BEGINS TO SPEAK.

We live in an unprecedented time, do we not? We live in a time in which a criminal could take from you what you've worked your whole life to gain, leave you for dead, and they will be given counseling to explore the expanse of their "fractured psyche." There are more and more excuses being given for people who refuse to want more out of life. No one has conviction about their decisions, someone else is always responsible. Then there is you.
NOMAN MOTIONS OUT TOWARDS THE CROWD OF MEN.

The real men who chose to see the world for what it was and saw that it needed a change. You chose to try and better your community and you were punished for it. If I had a had I'd tip to you.
NOMAN FLOATS UPWARD, FLIPS UPSIDE DOWN SO THAT HIS FEET TOUCH THE CEILING THEN LOOK AT THE CROWD OF MEN.

There is a level of hypocrisy that I've embraced. Though I feel it necessary, there is one real truth that I desire. The liquidation of one vigilante known as Shade. Without him, the people of this city will be forced to act. They will either live in fear controlled by the ironhanded, onerous impositions of the unlawful or they will dismantle them. Once I am certain that Shade is dead, I will to cease my operations. The balance will be restored. People will no longer be able to forecast Shade's interposition.
NOMAN REPOSITIONS HIMSELF STANDING UPRIGHT IN FRONT OF THE CROWD.

Any crime that you see, stop it. Go in pairs and groups, do what you have to do. This is your city, so take it back. We will exercise leniency to its fullest extent and act as a reflection of the reality to which people have become so accustomed. Go, we have a city to save!
THE GROUP OF MEN DISPREARCE BACK TO THEIR VEHICLES. AS THEY LEAVE THE PARK, THEY SCATTER THROUGHOUT EVERY PART OF THE BEDROCK AREA LOOKING FOR CRIMES IN PROGRESS.
CUT TO: SOUTHWEST DISTRICT
EXT. GAS STATION - NIGHT
A ROBBER RUNS OUT OF A GAS STATION HOLDING A PISTOL AND A BAG FULL OF MONEY. AS THE ROBBER PUTS HIS CAR INTO GEAR HE SPEEDS OUT OF THE GAS STATION PARKING LOT AND RUNS A RED LIGHT NEARLY CAUSING A WRECK. SOME OF NOMAN'S FOLLOWERS THEN ROUND A CORNER AND BEGIN TO CHASE THE ROBBER. GETTING TO WHERE HE IS ONE OF THE MEN IN THE BED OF THE TRUCK SHOOT OUT THE ROBBER'S BACK PASSENGER TIRE CAUSING HIM TO LOSE CONTROL OF THE CAR AND SWERVE ONTO A COMMUNITY CENTER SOCCER FIELD THEN HE SMASHES INTO A TREE. NOMAN'S MEN THEN APPROACH THE CAR, TAKE THE ROBBER'S GUN AND HANDCUFF ONE OF HIS HANDS TO THE STEERING WHEEL AND THE OTHER TO THE DOOR.

I'm sure the cops have been called. Leave it, it's good evidence.
NOMAN'S MEN GET BACK INTO THEIR TRUCK AND FLEE THE SCENE.
CUT TO: MIDTOWN DISTRICT
EXT. BULL'S-EYE - NIGHT
AN ABONOXIOUS LEAVE A BULL'S-EYE STORE HAVING STOLEN A BUNCH OF TITEM AND SPRINT TO THEIR CAR. AS THEY ARE LOADING EVERYTHING IN THEY ARE APPROACHED BY SOMEONE OF NOMAN'S MEN.
