Why does he have to marry? Because the law that hasn't been changed since its creation along with Konoha states that a non-adult must not be elected to be an official of high ranking unless they have a codependent or dependent. (or on the track of having them) Which means they either have to be legally married, or have children of their own. One can be married if over 16.
Why does it have to be Shiho? Because her father is an influential man who can make him win despite him being a 17 year old.
