The two speaking are German ship girls from Iron blood where one is the legendary Bismarck herself and Prinz Eugen, her trusted subordinate and friend.

Prinz Eugen starts to talk to Bismarck while looking around the port through the window in the Iron Blood hallway.
Prinz Eugen: By the way Bismarck, I got interesting news.
Bismarck: And what are the news, Eugen?
Prinz Eugen: A new commander is coming to Azur lane and I heard from the other faction like Eagle Union saying that its another male commander.
Bismarck sighed.
Bismarck: Yes, I have heard. Though, this is nothing new Eugen. Why do you say that this is interesting?
Prinz Eugen: Because the new commander is none other than Guardian himself.
Bismarck: Guardian? You mean that commander who rides a powerful battleship and defeats countless number of Sirens all by himself?
Prinz Eugen: Yeah, that's right. Not only that, he is by far the only commander brave enough to lead most battles and come out unscathed.
Bismarck: If what you say is true, that means Azur lane can become great once more but Eugen, how did you get the information about who the new commander is? Even the higher ups, don't reveal much until short notice.
Bismarck questioning with a stern tone.
