This takes place after the nuke in Hotline Miami 2. Jacket was sent to Hell for, y'know, being a sociopath. He received a mysterious power that changes his mask based on how he wants to attack. For example, his mask would shift to Dennis if he wanted to brutally stab someone. Why is this his power? I dunno. Personally, I don't think he needs powers.
