Yes, Hailee is his mum.
Hailee is in fact very much alive, she was protected by James with his love for her. All of the Desperadoes are alive, but all think Hailee is dead. Oh! and James is alive. :3?
Here's the story:
Hailee protects Harry with her life for him, whilst James protects Hailee with his love for her.
The spirits Harry sees of them are real, because they are who Harry wants to see most.
