Izuku knew he was different.
Learning to push overwhelming fear down at the age of 4, many call him emotionless, or numb.
He's just living.
Of course he got kicked out of everywhere for his "villainous" quirk, and so stopped caring.
Going to the living area in Kamino, he entered an abandoned house, and lived there until he was 16.
All until he saw the factory nearby explode.
Arriving there, he saw 3 things.
The factory was not normal (were those human test tubs?!), the heroes were down for the count, and one man in a black mask is responsible.
"HAHA IS THIS ALL YOU PUNY HEROS CAN DO?!"
"I've coME BACK FOR YOU LIFE ALL FOR ONE!"
Getting into the crossfire of another hero battle was pointless, so he waited on the side, until someone approached him.
"Hello sir, do you have a quirk that can assist?"
"For all I know, usage is illegal, but if you want the details, look at the quirk "Phobia" or Phobia Curse". Both are similar, and I've been told I have both."
"Okay sir."
Waiting around within the tent, he watches the battle longer, and then the person comes back.
"Alright Izuku, as a hero, I officially mobilize you to use your quirk. Can you use it to give the man in a black mask a fear of hurting anyone / doing damage? That would help a lot."
"Traumatophobia (The phobia being hurt a lot), Algophobia (Fear of pain), Necrophobia (Fear of death / dead things), and a few others. Got it."
Looking out the tent, he sees the black masked man for a moment, and activates his quirk to the highest degree.
AFO gets an immediate look of absolute fear and self-loathing, watching the whole camp grieve and be hurt by his actions. That and the overbearing fear of pain, dying, seeing others dead, etc. etc. etc.
"H-hold on All Might. I don't want to hurt anymore people."
With his mind still spinning on the fear of almost anything that could come in combat, he quickly kneels and starts mentally beating himself up.
"What have I done..."
Looking around, his fear gets worse as Izuku adds more and more to the pile with each blink, just throwing on every single one he could think of.
"Leave me!"
Running into the mountains, he is never to be seen again, supposedly dying in a hole where he never wants to be found.
"And that kids, is why you see how everyone can help."
Closing up the textbook, the teacher looks at his class and starts talking again.
"Even a villainous quirk can be used in a heroic way. Write a report on the story, and hand them in tommorow."
Izuku, now Mikumo, exits the class.
'Time to write a report on that event. Who would expect AFO to give me all his quirks after getting Quirkophobia?'
Walking home, he begins to write the report, then goes back to trolling Nezu's sucessor.
