America didn't start seeing quirks till about 50+ years after Japan. (If y'all know when it's started popping up like the actual date which I know doesn't exist, let me know)

But, due to the fear of such powers, we don't actually know how far back quirks actually popped up in the states.

The government refused to acknowledge the mutations as they call it at first. Only saying that it might be in the water or the medicines are causing genetic mutations.

Parents, after being told such things are 'diseased' and what not, began a revolt against companies they assumed was distributed the disease. Causing something called "The Medicinal Wipe Out", many companies fell into a bankruptcy, lawsuits and several other legal troubles.

The government had to step in, allowing their own scientist to study what was causing these changes.

Families were soon sent letters, asking if they would allow their 4-7 year olds to be used as a ' way to see where in the DNA strand did this mutation resides in'

Beginning "The 7-Day Checkup".

At least that's what the parents call it.

"Mutated" children will be selected out of the bunch and experimented on for the duration they held them. Cages for those with fire based abilities, isolated water tanks for those with fish abilities. They go through trials, forcing their quirks to act out, causing mental and physical traumas onto their suspects.

But, they soon find out that the mutation is hereditary.

The president announced this to the public and due to almost every child being found out, they begin to send more letters to families.

Requesting them to register not only their identity, but their abilities.

Those who got the letters are immediately targeted, experiencing a new form of predatory oppression from their non-mutated counterparts.

Quirks/ Mutation

Now that we know the history side of it, let's get into what they did to counter it.

After registration, a mutated person is placed in a hierarchy of "severity". The scale is between 1-5, 1 being the lowest and 5 being the highest. This also allows them to see how many times they must see you.

So, for someone like Aizawa, he'd be a 1.

He could hide it, it's easy to control and it's not dangerous.

Someone like Tsuyu, she's a 3. Tongue and frog like abilities are a no but not a big issue

But, for someone like Mad Dog, a 5. He could bite and get riled up.

In order to prevent anything from happening, they will apply some sort of suppressive.

Aizawa, prescribed glasses with a bottle of eye drops. An appointment yearly.

Oijiro, maybe a cast like cover for his tail to prevent any unnecessary movement. 6 month visit

Mad Dog, a collar that gives him a zap whenever he gets to excited and depressive drugs that he must take. 2 months visit.

After you get registered and ranking, you are given the privileges your ranking allows.

1 being everything. Just register that you have a quirk.

3 being restriction to certain areas like parks and grocery stores.

5 being little to no freedom. Jobs are almost always off limits and house arrest is almost the case for everyone.

You have to do check ins, like a phone call to check if youre alive and well, but to just watch you. Not daily but weekly.

If you don't, ✨✨✨government visit✨✨✨ and who knows what they'll do to you. 😃

"My chip."

"Ah the chip. Was the one that prevents brain waves or-"

"Yes ma'am."

"Come with me."

Midoriya is forced to stand and wait for you, only hearing a loud Yelp and curse from you.

Step out, bloody nose and your card.

"Let's go"

Since Midoriya is a renowned student of the famous UA, he doesn't get the same treatment. Access is unlimited, leaving you outside certain establishments.

Proheroes are worst.

This is all day, but you're used to it. Here he is shielding you from every flying object from his fans and you ask if he want a stick of gum.
