Personality: Octavia comes off as quiet and sweet, which helps with her facade as Anya's older sister. She's genuinely a nice person, but she understands the need to turn off her emotions for the sake of a mission
Backstory: Octavia was an orphan, being adopted by the intelligence agency and trained to be a spy. Once operation Strix was created, she was assigned to fill out the family of Loid Forger, as well as putting her in the area for missions where a young spy is needed. Though her missions are few and far between, they are equally as important as Loid's. Octavia also gets along with Yor, and genuinely cares for Anya. Her role is Loid's eldest daughter, who has finished schooling and works as a coder for an online company. This gives her free time for missions and family help, she often goes to the store and helps cooking, also caring for Bond when nobody else is home.
Octavia was found by the intelligence as a presumed prisoner from project Apple, the only abilities she was proved of having was heightened intelligence. She, of course, was not entirely truthful. Much like Anya, she is a telepath, but has not revealed this to either Loid, Yor, or the Intelligence agency. She has both discovered and been discovered by Anya, and they made a mutual agreement to keep quiet about it
