CADMUS HADN'T WEAPONIZED GAR TO use him as their own weapon, they had controlled him to be made an example of by Conner—the boy that they turned into a fully controllable super soldier.

They let Gar loose in a carnival as he attacked innocent people in his tiger form. Presenting themselves as help, they let Conner take care of it.
The Superman clone had easily knocked out Gar before Donna, Dawn, and Kory had showed up to put an end to Cadmus' plan.

"Any ideas?" Donna asked as she looked at the catastrophe.

"Hey, Conner!" Kory yelled, catching the boy's attention.

"That's your idea? Hey, Conner?" Dawn scoffed. Kory threw her hands up in defense as they watched him step closer to the trio. "Why's he looking at me like that?" she asked, noticing his confused look.

Looking over at Dawn's suit, Donna rolled her eyes. "Probably cause you're dressed like a giant bird."

"He has no clue who we are," Kory added.

"I think you should go talk to him."

Furrowing her eyebrows, Donna said, "Why me?"

"I don't know, he's Kryptonian. You're Themysciran. Maybe he'll relate."

Unwillingly, Donna walked up to the boy as he let out an uneasy sigh. "Hi, Conner. Pleasure to meet you. I'm Donna Troy. We haven't officially met but you know, I've heard great things," the woman smiled as he kept the same emotionless stare.

Realizing that the sweet approach wasn't going to work, she went for a new strategy. "Look, I don't know who's pulling your strings right now but you need to snap out of it, okay? From what they say, you're at least half Superman, so can we dig down and find that half?"

Noticing that Conner hadn't changed his emotion or at least attacked her yet, she deemed it as progress. Looking back at the two women, Donna gave them both a thumbs up before turning back to face him.

After a short moment, the boy's eyes lowered into slits once he was given a new assignment by the woman in the Cadmus tank. Eliminate the Titans. He threw a punch at Donna. Turning back to face him, the woman threw a punch and a kick his way. Kory and Dawn watched as the two people blessed with super strength fought.

The fight between the two ended with Conner punching her so hard she flew into the side of one of the carnival rides.

Kory slowly walked towards him. "Don't make me regret saving your life." She went for a punch but once it hit his chest she felt like she had just punched a wall. He had grabbed her by the throat, attempting to choke her out, when he had been hit in the face with a large sledgehammer.

"Let my friend go," Hank, who had arrived without warning, yelled as he hit the boy with the object. Conner barely even flinched as he looked at the man in annoyance. "I should've seen that coming," he said, now also be choked out.

Conner tossed Kory to the ground, about to hit her with his heat vision when Dawn grabbed a piece of a broken mirror and caught his attention. The boy looked over as the heat rays bounced off of the reflection, hitting him back instead.
