However there are restrictions they must follow:

1. They cannot rise back to power

4. They cannot take part in any country meetings unless the town is in crisis or UN requests for them to come | If the Axis (including Soviet) is requested to come, they are to be watched by high-ranking officers or by the Top Ten World Powers to ensure they don't do anything suspicious

5. Third, Imperial and Fascist are required to be tracked at all times | Their trackers were sew into their necks to prevent them from taking it off | If the app that UN has installed beeps, that means they're exiting the town or traveled too far from their respective watchers.

6. The Axis must complete the missions that UN specifically gave them | After the time travel incident UN gave the Axis a few choices

Third and Imperial immediately chose number two as Fascist did a little mix of one and two.

UN seeing that the five (FIBTS) somehow did well during the time travel incident decided to have Britain, France and Soviet watch Third and Imperial.
Little did he know is that he created a group so chaotic to where an Italian loses all of his sanity.

Fascist, UN was less worried about as Fascist claimed that he's going to stay neutral.
The reason why is because the Italian bastard is afraid that the remnants of his stupid bald leader will make him dumb during certain missions.
However UN still placed the tracker in him and assigned Spain and Portugal to keep a watchful eye on him.
