Vatican City is a very odd case for a CH.
All CH but him has a human form but he oddly doesn't.
Hence why he doesn't have a human name.

Oddly he has small wings on his head even though he's not an organization and some eye patterns on his hat.

Vatican is usually calm and collected unless you mention his height, then he'll be the exact opposite.

He's heavily against these things below:

Smoking.
Immodesty.
Cursing.
Sexual flirts.
People boasting how they lost their virginity before marriage.
People mocking his height.
Anything harmful that happens to children.
Bribery.
Saying something bad about any religion.
Cults

And the rest is what any common human will hate.
Drinking would have been here but you can catch him drinking wine every once in a while.
Mainly during the holidays or spring time.

He's also has silent feet, in which he can easily sneak up on someone and can oddly fly despite the size of the wings on his head.
So he and Imperial kinda share the same power:

Creep up one someone without making a noise and scare the living shit out of them.

He also seems to not have his energy drain whenever he flies unlike the bird hybrids.

He doesn't exactly support the LGBTQ but he does respect them and treats them like another human being.

Nobody really knows what he does in his free time but Italy claims that he just does normal pope stuff.

He use to take bribes back in the very old days since everyone else was doing it but then soon stopped after he kept getting too much bribe requests.
He regrets taking bribes though and doesn't like to talk about it.
(Reference to the corruption in the Catholic system during the Middle Ages or somewhere around that area).

Family Info

Vatican City just appeared one day and everyone just roles with it.
He's not related to the Italian Family but was treated as a younger brother by Roman Empire and soon to be non-related uncle to Italy.

His previous CH name was Papal States.

But a thing that the ancestors of empires (Ex: Roman, Persia, and Mongolian Empire) noticed that Vatican City was always there and he at least had a single interaction with them.
What gets even stranger is that Vatican always appeared the same besides the clothing.

In which this means that he has witnessed every birth and fall of every known country so far

Vatican also feels guilty for failing to make Fascist into a decent normal human being but Fascist was incredibly stubborn and didn't listen.
As a way to make it up for this, he took care of Italy and helped him, Germany and Japan in giving the prisoners food, water and treat their injuries.
