Can Texan territories secede from texas?

Texas is made up 6 different main territories. The mainland Texas shape, the Orion state, the Serian State, El paso island, North Texas Island, and Alarunes island. 

These territories make up the huge Texan Republic with over 730,000 square miles of land. However there was debate with the honeybees and the Marshia empire having talks to join the republic. Though it never happened, but rather was signed as close allies to the Texas republic. 

However, can these states aside from the Texan main-state leave? 

Well first, it really depends on the people, and due to the vast majority being Texans on almost all lands, most opted to stay within the republic. Second, there was a doctrine called the Texan Release Doctrine. It said if any state of the Texan Republic were to secede, it would be a close ally of the republic. 

However due to places like alarunes Island having a majority 97% approval rates of the government it would be a pointless document as nothing really happened when it was signed. 

So can Texas really let other states secede from the republic? Well short answer, yes it could. But due to the loyalty of the Texas people, they opted to stay within the confines of the Texan Republic. 

So it essentially made the doctrine pointless.
