Chapter 15: working at the Agency

Since the new restrictions were set on the heros, the whole city seemed tense, as if holding their breath, waiting for the first person to snap. Surely this was what broke the camel's back.

Tubbo hasn't seen much of a change, beside the atmosphere being significantly darker. There wasn't as much cheerful banter. Peregrine threw himself into paperwork, Metus wasn't even in the office half the time, and Wilbur? Well Wilbur sort of floated from one thing to another. Figuratively and literally.

Playing in the park has never felt further. And as the days go by, Tubbo feels further and further from the people he used to call friends.

"Tubbo?" Tommy asked, and a small part of the brunette hoped there'd be a funny quip.

"Yeah?"

"Could you go and grab the papers from Captain?"

"Sure." Tubbo said dejectedly.

"Thanks man."

The brunette trudged over to the other building, where the captain sat working, a set of reading glasses perched on her nose as she sat. Nothing seemed different for her. Nothing has really changed in Tubbo's life. Right?

"Hey Tubbo, how are you today?" The heroine asked, looking up to Tubbo. The brunette nearly burst into tears on sight. He didn't realize how much he missed looking at people, and having them look back at him.

"Sad, and tired." Part of Captain's magic, or just her charm. Tubbo could never bring himself to lie to her.

"What's wrong?" She said, ever so gently, and Tubbo broke.

He told her how he felt weird ever since the enforcers showed up, how Tommy wouldn't talk to him as much, how the entire atmosphere felt darker and sadder. Hopeless. Maybe that was how he felt.

Captain sighed at the end of it. "This isn't the first time the enforcers have been sent." She said with a sigh. "They've been sent before, when they felt as if the heros had too much free reign. Too much free will."

"And what happened?" Tubbo asked, like a wide eyed child listening to a story of dragons.

"Well, they cracked down on us. Forced us to either kill, or imprison the vigilantes, kill all villans on sight. No more fun. Just fear." The heroine sighed. "And I'm afraid, we've done it again."

Tubbo stood there for a minute, trying to digest that all. No No no no no no. That meant -goverment, control over everyone, holding all the strings, and you can't win. You can't win.

He doesn't know when he left Captain's office, or when he got home. All he knew, was he had to take down the government, and the heros. No matter the repercussions. He knew exactly where to start.

"No." ERROR said curtly, spinning on their heel with a flick of their tail.

"Come on Error! You don't understand what this means for you and me." Tubbo flitted over to face the vigilante again.

"Actually, I do. I know exactly what this means." They said sharply. "It means we're about to lose a lot of people. Good, valuable people." Their eyes glittered dangerously.

Tubbo grabbed onto that anger, and pulled. After all, what kind of villan would he be if he couldn't manipulate people. "And isn't that who you are? You save people. You protect good, valuable people." He grinned at the conflicted look in the vigilante's eyes. "You have been through this before." Tubbo said, confidence building with every word spoken in the night. Every twisted thing done under the cover of darkness, and every lie told in the daylight.  "You've done this before, you've been through the last crack down, and you lost someone. You lost someone, and live with the regret that you could've done something."

Error's shoulders jumped up, and Tubbo grinned. "Will you help me rid the city of corruption, no matter the cost?" He asked, wings flared. He probably looked like a maniac, bee wings flared, one broken saytr horn, and two searing eyes. One acid green. The other livid yellow.

But then, Error met him with his own deranged smile. A smile with too many teeth, black splattered with white, and searing binary eyes. "I know where we can start."
