Basically, an Esper Ayanokoji story.

ANHS is in Academy City. The school still accepts 'elites' from across Japan that pass their screening process. All students need to take the Power Curriculum in some form.

Those from Academy City (level 0-5) have to take all aspects of the curriculum.

Those that only entered Academy City to get into ANHS and have never participated in the Power Curriculum prior to enrollment are given a choice: Take the drugs/tests to become an Esper or not. Regardless of choice, they will still do the academic aspects of the curriculum. Like learning about Personal Realities, AIM Diffusion Fields and taking tests on their knowledge of these subjects. Those that choose to take the full curriculum (to see how well students just before adulthood can gain Esper abilities) from this batch will take the drugs, tests and yearly Ability Level Exams. Those that opt for only the academic portion will only take a physical examination while the Power Curriculum students take the Level Exam.

The students new to Academy City are only given the choice to fully join the curriculum before enrollment or before the first day of school is over. The first day of drugs and testing would start on the first day of the 2nd week. This gives the school time to let the student's guardians/parents time to learn of their kid's choice.

On the first day of the 2nd month, when they learn about the S-System, class points and private points, they learn about a third set of points. These are a secondary set of points for the students taking the Power Curriculum. The Esper Private Points or EPP. Based on what level they are, 0-5, they are given extra private points in a secondary account they can access on their student phones. Similar to the students that won points during the Zodiac Exam and were given a temporary account to access these won points (I think). This is because Academy City and its schools already rewards the students that participate in its experiments with money into an account. They can't take that from their students despite ANHS being even more isolated. They also need to reward their new lab rats for joining the experiment of older lab rats joining the Curriculum.

Side Note(s):

1) The EPP can't be transferred, only spent. So, no stealing or bribing with it. (Unless Ryuuen beats you to buy him lunch or gifts.)

2) Points can't be added to the EPP from the PP. Only ANHS/AC can put money from their level rewards into the EPP.

3) The account that the veteran students of Academy City had their rewards for their level go into before enrolling in ANHS is frozen during their time in ANHS. It only is unfrozen upon no longer being a student of ANHS.

4) As the EPP is what they would get for from Academy City for their participation in the Power Curriculum, any leftover EPP will be transferred after graduation, dropping out or being expelled from ANHS.

For EPP, I wouldn't know how much they should get. I know it's based on their level and how prestigious their school is. ANHS is considered an "elite"(prestigious) school, I think that students there would get more than students at an average school in Academy City.

Level 0 at Average School: 100 yen(?)
Level 0 at ANHS: 200 yen(?)
Level 1 at AS: 500 yen(?)
Level 1 at ANHS: yen 1,000 yen(?)
Etc. for all 6 (7 if you include lvl6) levels at ANHS.

Got distracted explaining the point system for Esper's and non-Esper's.

They are really only 2 options I see for Ayanokoji. Both involve being level 5.

He either replaces someone in the original 7 level 5s of the story with a new Ability or replaces Accelerator with the ability of vector control.

The Accelerator route is based off an everyone is born with a power COTE one-shot I read years ago but can't find again. In it, Koji was confronting Ryuuen and his gang on the roof after they tortured Kei. Chabashira decided to go to the Chairman and warn him about Ryuuen and his gang torturing a student and about to gang up on another. The Chairman is concerned and about to get up, before she reveals its Ayanokoji. Chairman sighs and sits down. She asks why he isn't hurrying since 2 of her students will be hurt. Meanwhile Ryuuens gang is talking about how arrogant the orbiter with a slightly above average jumping Ability is for taking them on. They prepare to beat him. Meanwhile the Chairman reveals the true name of Koji's Ability and the name he shares with it in the mercenary world, Accelerator. Meanwhile, Ryuuens gang gets their sh¡t wrecked.

For simplicity's sake, let's use the Accelerator route as an example for this.

The WR project was done in Academy City. It focuses on both Esper's and non Esper's and making them the best human regardless of being either. Ayanokoji still the only one to make it through the fourth generation. The 4th generation became the Demonic Fourth Generation because the instructors tried to keep the rest of the students at Ayanokoji's level but after his ability of vector manipulation developed, his learning curve skyrocketed. The increase in difficulty was to keep up with it. He exceeded every physical, mental or Esper test with and without his ability (He wasn't overly reliant like the OG Accelerator. The WR also had him focus on his physical aspects like the rest of the students). PapaKoji agrees to have his Masterpiece officially ranked 1st in the city but has him known by his Ability name and refuses his picture/appearance to all but the higher-ups since they will find out with their own methods anyway.

During his time at the mansion, Matsuo puts Koji in contact with PapaYanagi. PapaYanagi in turn gets in contact with the AC Chairman. A deal is struck. As long as Koji continues to take his tests and ANHS keeps the AC Chairman informed (like he needs them to give him the data) he will stop PapaKoji from reclaiming Koji and allow him to be a 'normal' student at ANHS and citizen of AC after graduation (they still do tests on Esper's as adults, right?).

The story will be if his time at ANHS with him keeping his abilities on the down low. As best he can with Sae knowing he's a high level Esper (not how high since the Chairman keeps that as confidential in her student info. Teachers only have their student's info. So, Chie can't find our Sae's students and vice versa. Sae knows he's probably a strong Esper because he's the only student she's not been allowed to know the ability or level of and being told to keep an eye on Koji and how he adapts to his environment. )

Some arcs could be Koji and his schoolmates interacting with people he met while the WR was down before enrolling. This would be during the Daihaseisai festival. Anhs is still a school in AC and would want to show off their "elites". Things like hid class running into Mikoto and Touma. Ike and yamadead get electrocuted or barely dodge a railgun after asking Koji who the "flat tsundere" is. Despite her identity being obvious to everyone (some students from other classes or grades were nearby) besides the majority of the defects in Class D, he introduces her as, "The Rank 3 level 5 Railgun, Misaka Mikoto." She is smirking at the shock/awe (fear for perverts) before Koji continues, "She is also known as Biribiri by her boyfriend over there."

Touma and Mikoto are horrified before she shoots lightning bolt (or railgun) at him, barely missing with only his hair fluttering in the wind. The students are amazed at her ability to fire a warning shot. She however is mad. She, Touma and the students who realized his true rank and ability in his time at ANHS know that Mikoto aimed for his head and Koji altered it just enough not to hit him or anyone but the wall behind him.
