Viltrumites decide to pull a Saiyan move and send their toddlers to conquer inferior worlds. Adult Viltrumites, who have proven themselves to be "True" Viltrumites, get sent to conquer strong or intelligent planets. Capable of intergalactic space travel, able to create weapons to combat Viltrumites and are aware of Viltrumites is what I mean by intelligent. The toddlers are sent to underdeveloped worlds that are unable to do the above listed things.

The toddlers are the children of the purged "weak" Viltrumites. They are sent to prove that they are not weak like their parents. When they awaken their powers, they are to conquer the planet. Should they succeed, they will gain the chance to prove themselves as a "True" Viltrumite by defeating another "True" Viltrumite. If they fail to conquer the planet, or choose not to, they will be purged with the inhabitants after another Viltrumite checks on their progress in 20 to 30 years.

Ayanokoji was a child of a weak Viltrumite. His pod landed in the area surrounding the WR around the time of the 4th Generation being gathered. The scientists of the WR couldn't understand the written language of the Alien baby's pod. All the audio files were damaged in the landing and the scientists tinkering. So, all they had left was the written files and videos with no audio. The videos were simple demonstrations of the alien race's ability to fly, super strength, super speed, flying in space (Is it breathing in space or just holding their breath for weeks? I thought breathing but the wiki says otherwise. Still cool, just not as cool in my head.) with no helmet and surviving intense pressures. They assumed the baby was in an escape pod after something happened to the alien baby's home world or some other planetary disaster. The toddler shows no signs of its race's powers at its current age, the scientists are curious if the powers awaken as they age or if physical or mental training are required to unlock them. PapaKoji decides to adopt him and place him in the WR to both see the limits of this species and see which theory of its powers are true. Based on their findings they will be able to create an army through him and turn the WR from ruling just Japan to the world.

*Deciding if PapaKoji should still have a child with Mika and add Kiyone.

*Thinking of having the researchers let Ayanokoji study the written Viltrumite language to see if he would be able to instinctively understand it after he mastered several other languages. He would but would pretend to still not understand it. 

I know I said it was a DC/Young Justice but besides news accounts mentioned, I can only think of this interaction between Ayanokoji and Superman.

{S: What's your name?

A: Ayanokoji. I already said my name.

S: No. Your original name. The one you were born with.

A: Who cares about that? I was raised as Ayanokoji and have never met a member of my species. Why would that be needed?}

ANHS is one of 3 things. A school with a secret course for those with powers to learn to fight super villains. A school where all the students are aliens, mutants, mystic art users or vigilantes. Or a normal school where alien Viltrumite Ayanokoji pretends to be a normal human.

If it's one of the first 2 options, the powered students will need to demonstrate their abilities. When Ayanokoji tries to leave it at just floating a few feet off the ground, the teacher asks if that's all he can do. Ayanokoji just asks for googles that record what the wearer sees and a baseball and glove. He then plays catch like (Nolan and Mark) a few times before flying to the moon and coming back with a moon rock. He lets the teacher and classmates watch the recording on a monitor while he's just tossing the moon rock up and down.
